RESOLUTION 2000-326
APPROVING LAND USE GUIDE PLAN AMENDMENT FOR THE CITY OF PLYMOUTH
FOR PROPERTY LOCATED IN THE NORTHEAST QUADRANT OF 45TH AVENUE AND
NATHAN LANE NORTH (20050)
WHEREAS, the Plymouth City Council has initiated a reclassification of the land use guide plan
from CO (Commercial Office) to LA -4 (Living Area - 4) for two properties located north of 45th
Avenue and east of Nathan Lane North, legally described as follows:
Outlot C, Drakeland Business and Technical Center, Hennepin County, Minnesota.

That part of the East 1035.59 feet, as measured at right angles to the East line of the South half of
the South half of the Southeast Quarter of Section 12, Township
118, Range 22, according to the Government Survey thereof, lying South of the North 125.00
feet thereof. Except that part which lies Easterly of a line drawn parallel with and distant 30 feet
Westerly of the following described line: Beginning at the Southwest corner of said Section 12,
thence North along the East line of said Section a distance of 610.18 feet; thence West at an angle
of 90 degrees a distance of 180.5 feet to the actual point of beginning of the line to be described;
thence deflect left an angle of 90 degrees and run South parallel with the East line of said Section
for a distance of 171.48 feet; thence deflect right along a tangential curve having a radius of
3819.72 feet; (delta angle 3 degrees 49 minutes 50 seconds) a distance of 254.26 feet; thence
tangent to said curve a distance of 246.33 feet and there terminating.
Subject to a limitation of right of access from the above described premises to County State Aid
Highway No. 18 and to that part of 49th Avenue North lying within the East 525 feet of said
Section 12, as acquired by the County of Hennepin in Deed Doc. No. 978821, File of Registrar of
Titles; and,
WHEREAS, the Planning Commission has reviewed said request at a duly called public hearing
and recommends approval.

NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY
OF PLYMOUTH, MINNESOTA, that it should and hereby does approve the reclassification of
the land use guiding from CO (Commercial Office) to LA -4 (Living Area - 4) for two properties
located north of 45th Avenue and east of Nathan Lane North, based on the following findings:
1. Reguiding the two properties to LA -4 would provide an opportunity for needed multiple
family housing near existing employment centers and shopping and service facilities.
2. Developing the two lots under the LA -4 guiding would produce less traffic than office uses.
3. The subject site meets the locational criteria for both the LA -4 and CO guiding.
4. Reguiding the two properties to LA -4 would not substantially impact the supply of
Commercial Office land in the City.
5. Reguiding would not negatively impact any other Comprehensive Plan elements, as discussed
in the staff report.
6. Reguiding would not negatively affect the City fiscally.
FURTHER, approval of the Land Use Guide Plan Amendment is contingent upon, and subject to,
the required review and response by the Metropolitan Council.
