RESOLUTION NO. 2000-290
DECLARING FINDING OF "NO NEED" FOR AN ENVIRONMENTAL
IMPACT STATEMENT (EIS) BASED ON THE REVIEW OF THE
ENVIRONMENTAL ASSESSMENT WORKSHEET (EAW) DATED
APRIL 17, 2000 FOR THE ALIGNMENT OF CHESHIRE LANE FROM
SCHMIDT LAKE ROAD TO COUNTY ROAD 47
CITY PROJECT NO. 9006
WHEREAS, the City Council has reviewed an Environmental Assessment Worksheet
(EAW) for the Alignment of Cheshire Lane from Schmidt Lake Road to County Road 47;
and
WHEREAS, pursuant to the Minnesota Environmental Quality Board (EQB) Rule No.
4410.4300, the Environmental Review Process, the City of Plymouth, as the Responsible
Government Unit submitted an Environmental Assessment Worksheet (EAW) for the
project to the EQB on April 17, 2000; and
WHEREAS, a notice was published in the EQB Monitor on April 17, 2000 and the 30 day
comment period ended on May 17, 2000; and
WHEREAS, a Notice of Availability was published in the legal newspaper (Sun Sailor) on
April 26, 2000 and a public meeting was held by the City Planning Commission on May 3,
2000, and
WHEREAS, a Record of Decision and a Findings of Fact have been prepared determining
that the proposed project does not represent a potential for environmental impacts of such
significance that an Environmental Impact Statement would be required.
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE
CITY OF PLYMOUTH, MINNESOTA: That it should and hereby does make a Negative
Declaration on the Need for an Environmental Impact Statement (EIS) for the proposed
Alignment of Cheshire Lane from Schmidt Lake Road to County Road 47 in accordance
with the Findings of Fact in the Record of Decision dated June, 2000.
Adopted by the City Council on June 12, 2000.
