RESOLUTION 2000-206
PROVIDING INFORMAL COMMENTS ON THE PROPOSED SKETCH PLAN FOR A
RESIDENTIAL DEVELOPMENT TO BE KNOWN AS THE SHADOW HILLS
APARTMENTS FOR PARK LAND COMPANY FOR PROPERTY LOCATED WEST OF
HIGHWAY 169 AND EAST OF NATHAN LANE (20005)
WHEREAS, Park Land Company has requested a sketch plan review for a residential
development to be known as The Shadow Hills Apartments; and
WHEREAS, any opinions or comments on the sketch plan provided in this resolution or by the
Planning Commission and City Council shall be considered advisory only and shall not constitute a
binding decision on the proposed development; and
WHEREAS, the Planning Commission has reviewed said request at a duly called public meeting.
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY
OF PLYMOUTH, MINNESOTA, that it hereby provides the following comments or suggestions
on the submitted sketch plan application:
1. The eastern -most apartment building shown on the sketch plan should be replaced by
office or another commercial use, or at a minimum oriented to minimize the proximity and
exposure of living units to Highway 169.
2. Buffering, such as berms and/or landscaping should be provided for any residential
structures located near Highway 169.
3. The project will help meet the City's goals for life cycle and rental housing opportunities.
The developer should explore all available options to incorporate affordable units in the
project.
4. The applicant and the owners/ developers of the two adjacent vacant sites should meet and
coordinate their plans to the greatest extent possible.
