HomeMy WebLinkAboutCity Council Resolution 2000-175CITY OF PLYMOUTH RESOLUTION 2000-175 PROVIDING INFORMAL COMMENTS ON THE PROPOSED SKETCH PLAN FOR A RESIDENTIAL DEVELOPMENT TO BE KNOWN AS THE RESERVE FOR ROTTLUND HOMES FOR PROPERTY LOCATED NORTH OF THE CANADIAN PACIFIC RAILROAD AND WEST OF I-494 (20006) WHEREAS, Rottlund Homes has requested a sketch plan review for a residential development to be known as The Reserve; and WHEREAS, any opinions or comments on the sketch plan provided in this resolution or by the Planning Commission and City Council shall be considered advisory only and shall not constitute a binding decision on the proposed development; and WHEREAS, the Planning Commission has reviewed said request at a duly called public meeting. NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH, MINNESOTA, that it hereby provides the following comments or suggestions on the submitted sketch plan application: 1. The sketch plan is consistent with proposed guiding and would exceed the minimum density required by the Comprehensive Plan. 2. The development would provide additional life -cycle housing opportunities. 3. The development would provide opportunities for affordable housing in both the owner - occupied and rental units. 4. A formal development application consisting of a preliminary plat, rezoning to PUD, PUD general plan and wetland mitigation plan is required for the proposed project. Resolution 2000-175 (20006) Page 2 5. The applicant should develop a PUD general plan in compliance with the applicable district standards. Of particular importance are vehicular and pedestrian access and building design. 6. The PUD general plan should identify the shoreland district boundaries and the proposed impervious surface area coverage for parcels within the Shoreland Management Overlay District. 7. An easement or outlot for City trail purposes will be required the length of Cheshire Lane. The trail should be located 8 to 10 feet behind the curb. 8. An 8 -acre neighborhood park will be required in this development. The developer should provide 10 to 12 on -street parking spaces for park use. 9. Any required park dedication in excess of the neighborhood park, will be cash fees calculated at the rate in effect when the final plat is recorded. 10. The applicant should provide access to the properties west of the subject site. 11. Private drives should comply with fire lane requirements and should be designated as through streets where possible. 12. A secondary fire access should be provided from the north until Cheshire Lane is completed up to County Road 47. 13. The proposed development shall comply with the comments contained in the Engineer's Memo. Adopted by the City Council on 21, 2000. STATE OF MINNESOTA) COUNTY OF HENNEPIN) SS.
