ADJOURN MEMORANDUM Agenda Number: 2A To: Dave Callister, City Manager Prepared by: Luke Fischer, Administrative Services Director Date: October 27, 2015 Item: Transit Update SouthWest Transit has provided management and oversight of the Plymouth Metrolink system for nearly one year – formally engaging with Plymouth on December 9, 2014. Over the course of the past year, the City’s consultant staff has had the opportunity to learn the Metrolink, sharpen its services, and recommend expanded offerings in certain areas. This arrangement has served the City very well and has improved Metrolink’s ability to meet customer demands. On October 27, SouthWest will provide an update to the City Council on the state of the system and make recommendations about additional enhancements that could be made to further improve the Metrolink. To highlight some of the completed work: Deployment of a mobile device application and wifi on express busses. Improved Farebox Revenue Collection (projected $75,000 in additional revenue annually). Completion of Met Council Audits. Tightened reverse commute scheduling and reverse commute deployment. Updated scheduling on other routes and improved communications. Items to be discussed: Fund Balance Reserve. 2015 is projected to end with a fund balance of 165% of operating expense. Met Council targets a reserve balance of 27.2%. Highway 55 Park and Ride. The Olive Lane Park and Ride is the City’s busiest parking facility. Staff has conducted a broad review of the area and has identified potential areas for system expansion. Additional Service. Review the addition of service to the University of Minnesota, enhancing midday offerings, and increasing frequencies at Station 73. Vehicle Replacement. Discuss adding amenities to the fleet as vehicles are replaced to improve rider experience. Capital Items. Review capital items in the proposed 2016 budget – primarily focused on Station 73 and bus stops. Suburb to Suburb Offerings. Review the Suburban Transit Association’s planned demonstration project (funded through the legislature) – providing rides from Minnesota Valley Transit Authority’s area to Maple Grove through MVTA, SouthWest Transit, Plymouth Metrolink, and Maple Grove Transit. Additionally, the City Council may consider the role of the Plymouth Advisory Committee on Transit (PACT). PACT’s work was put on hold on March 24, 2015 to allow the staff at SouthWest Transit time to work with the system and hone in on items that need attention. City staff has seen a high degree of accountability with SouthWest’s work – particularly as it holds our service provider First Transit) to a high standard. Attached are three months of Monthly Reporting logs from SouthWest to the City. Each month, these items are reviewed by City staff and SouthWest to ensure that Plymouth Metrolink is operating in the most effective manner possible. These logs include safety inspections, route audits, careful financial tracking, customer service information, and other data that provide a detailed system dashboard. These reports underscore the high level of scrutiny the system faces each month through the City’s partnership with SouthWest. Page 1 In the coming weeks, the Metrolink will issue its rider survey. Staff intends to pair the results with these monthly reporting logs to ensure the items that SouthWest has focused on are in line with rider experience and expectations. Staff will modify expectations with SouthWest following the survey, where necessary. This is perhaps the most nimble model for system management and oversight. Staff recommends the City Council consider using focus groups in the future to get system input and feedback. This would ensure that the information is coming directly from riders and is focused on certain task areas that are a system priority.
