RESOLUTION NO. 2000-106
AUTHORIZING IMPLEMENTATION OF PEDESTRIAN SAFETY
MEASURES AT WAYZATA CENTRAL MIDDLE SCHOOL
WHEREAS, the Wayzata School District converted the former Wayzata High School
located at 3rd Avenue and Vicksburg Lane to a middle school in 1997; and
WHEREAS, the middle school is comprised of 6th 7th and 8th grades; and
WHEREAS, some of the students walk or ride bicycles to school and must cross Vicksburg
Lane during times when vehicular traffic is heavy on Vicksburg Lane; and
WHEREAS, the City of Plymouth, through its upgrading of Vicksburg Lane in late 1997,
painted on street bike lanes on both sides of the roadway and installed a pedestrian
crosswalk at 3rd Avenue along with required signage, and posted a school speed limit in
1998, and
WHEREAS, adjacent neighborhoods continue to be concerned with the safe crossing of
Vicksburg Lane by pedestrians particularly students, and
WHEREAS, the City of Plymouth staff has met with the school principal and have reached a
consensus on measures to improve pedestrian crossing safety. There will be measures to be
implemented both by the school and the City.
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE
CITY OF PLYMOUTH, MINNESOTA: That the authorization is given for:
1) the installation of a flashing overhead beacon over Vicksburg Lane at the relocated
pedestrian crosswalk adjacent to the north access drive to Wayzata Central Middle
School;
2) the construction of a concrete sidewalk and pedestrian ramps along the east side of
Vicksburg Lane from 2nd Avenue to the Birchview Elementary School property
approximately 800 feet north of 2nd Avenue;
3) the construction of a bituminous trail from the sidewalk terminus easterly on the
Birchview Elementary School property and northerly along the common property line
between Lots 5 and 6 (Tyler's Upland) to Upland Lane;
4) completion of the necessary restoration including sod replacement.
FURTHER BE IT RESOLVED: That the estimated construction cost for this work is
$38,800 to be paid out of the New Trails and Traffic Signals in the 2000 CIP.
Adopted by the City Council on February 15, 2000.
