HomeMy WebLinkAboutCity Council Resolution 2000-104CITY OF PLYMOUTH RESOLUTION 2000-104 PROVIDING INFORMAL COMMENTS ON THE PROPOSED SKETCH PLAN FOR A MIXED USE DEVELOPMENT TO BE KNOWN AS PLYMOUTH MARKETPLACE FOR NORTH AMERICAN PROPERTIES, INC. FOR PROPERTY LOCATED ON THE NORTHWEST QUADRANT OF HIGHWAY 55 AND VICKSBURG LANE NORTH (99123) WHEREAS, North American Properties, Inc. has requested a sketch plan review for a mixed use development to be known as Plymouth Marketplace; and WHEREAS, any opinions or comments on the sketch plan provided in this resolution or by the Planning Commission and City Council shall be considered advisory only and shall not constitute a binding decision on the proposed development; and WHEREAS, the Planning Commission has reviewed said request at a duly called Public Meeting. NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH, MINNESOTA, that it hereby provides the following comments or suggestions on the submitted sketch plan application: 1. A formal development application consisting of a preliminary plat, rezoning to PUD, PUD general plan and wetland mitigation plan is required for the proposed project. 2. The proposed development shall comply with the conditions contained in the Engineer's Memo. 3. The access on 36th Avenue should be relocated to a point 200 feet east of Zanzibar Lane. 4. The applicant should develop a PUD general plan in compliance with the applicable district standards. Of particular importance are the City Center district standards including the build - to line, pedestrian access and building design. Resolution 2000-104 (99123) Page 2 5. The applicant should consider connecting the two retail buildings, which would eliminate the need for pedestrians to cross the parking lot to move between retail buildings. 6. The applicant should provide a conservation easement to preserve the 150- to 200 -foot tree buffer south of 36th Avenue. The conservation easement should be written to allow construction of a trail along 36th Avenue and pedestrian trails to connect between 36th Avenue and the Plymouth Marketplace development. 7. The applicant shall include design features in the detailed project plans to discourage traffic through the project, such as: directional signs, speed humps, driveway width and materials, a one-way drive south of the senior housing building, or any other measures that would discourage the use of 36th Avenue. 8. The applicant shall minimize the use of alternative wetland buffers to the greatest extent possible. Adopted by the City Council on February 15, 2000. STATE OF MINNESOTA) COUNTY OF HENNEPIN) SS.
