RESOLUTION 2000-103
APPROVING LAND USE GUIDE PLAN AMENDMENT FOR NORTH AMERICAN
PROPERTIES, INC. FOR PROPERTY LOCATED ON THE NORTHWEST QUADRANT OF
HIGHWAY 55 AND VICKSBURG LANE NORTH (99123)
WHEREAS, North American Properties, Inc. has requested reclassification of the land use
guiding from CO (Commercial Office) to C (Commercial) and CC (City Center) for property
located on the northwest quadrant of Highway 55 and Vicksburg Lane North; and,
WHEREAS, the Planning Commission has reviewed said request at a duly called public hearing
and recommends approval.
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY
OF PLYMOUTH, MINNESOTA, that it should and hereby does approve the request by the
North American Properties, Inc. for reclassification of the land use guiding from CO (Commercial
Office) to C (Commercial) and CC (City Center) for the property located on the northwest
quadrant of Highway 55 and Vicksburg Lane, based on the following findings:
The northern portion of the property, which includes a high quality wetland and the 150 -foot
tree buffer, should remain Commercial Office to provide a transition between the Commercial
property and the residential property to the north. The trees and wetland would provide a
transition and screening between the commercial property and the residential property north
of 36th Avenue.
2. The southeast corner of the property is divided from the adjoining property by wetlands and,
therefore, the City Center area would be naturally separated from the property to the west and
north.
3. The location of the proposed Commercial guided property in relation to surrounding land uses
provides the appropriate transitions, and would provide a greater mix of uses than is possible
under the existing Commercial Office guiding.
4. New information since the adoption of the City Center Concept Plan identifies the intersection
of Vicksburg Lane and Highway 55 as the primary entrance to City Center, thereby
supporting a change in the plan to add the southeast portion of the subject site to City Center.

5. Unless the southeast corner of the property is guided and zoned City Center, the City cannot
ensure that all physical elements at the intersection would reinforce this area as the primary
entrance to City Center. These elements include land use, design, signage, landscaping and
lighting.
6. The subject site meets the locational criteria for both Commercial and City Center guiding.
7. Reguiding would not negatively impact the supply of Commercial Office land in the City.
8. Adding the southeast corner of the subject site to City Center to provide a strong area identity
at the intersection of Vicksburg and Highway 55 would benefit all landowners in City Center.
9. Reguiding would not negatively impact any other comprehensive plan elements.
10. Reguiding would not negatively affect the City fiscally.
FURTHER, approval of the Land Use Guide Plan Amendment is contingent upon, and subject to,
the required review and response by the Metropolitan Council.
