HOMES WITH INDIVIDUAL SEWAGE TREATMENT SYSTEMS
DEFERRAL OF LATERAL SANITARY SEWER
ASSESSMENT POLICY
WHEREAS, the City Council has recognized the need for adopting a policy regarding a
deferral of lateral sanitary sewer assessments for homes with individual sewage treatment
systems in the City; and
WHEREAS, the policy has been written and reviewed by City staff and City Council and the
policy is proposed; and
WHEREAS, the proposed policy is attached to this resolution.
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE
CITY OF PLYMOUTH, MINNESOTA:
That all homes with individual sewage treatment systems shall be eligible for deferral of
lateral sanitary sewer assessments under the conditions of the attached policy.

ASSESSMENT POLICY

Deferral of Lateral Sanitary Sewer Assessment: The City will offer a connection
charge for a property in lieu of a lateral assessment either levied or deferred under the
following conditions and circumstances:
• The connection charge will be equal to the assessment that would have been
levied plus 5% per year thereafter accumulated interest. The 5% is a compromise
between the current interest on assessments (7-8%) and the current rate of
inflation (2-3%).
• The connection charge will only be offered when the property will not
immediately benefit from the improvement e.g. the property has an existing septic
tank certified to meet current codes and there are no current plans for developing
or further dividing the property.
• The property is homesteaded.
• The septic tank must continue to operate as designed and be inspected by a
certified inspector every three years.
• Any easements needed for the sanitary sewer project which will provide the lateral
benefit to the property shall be granted to the City at no cost.
• Trunk sewer system charges will still be assessed and/or the connection fee paid
according to City policy at the time of connection.
• A written agreement on the connection charge option between the property owner
and the City is required.
This policy can be declared invalid or revised if the City Council determines that it is not in
the best financial interest to the City before the City approves any agreement.
