RESOLUTION 2000-080
APPROVING FINDINGS OF FACT FOR DENIAL OF THE ZONING ORDINANCE TEXT
AMENDMENT TO ALLOW OFF-SITE DIRECTIONAL SIGNS (99111)
WHEREAS, Grandma's, Inc. has requested approval of a Zoning Ordinance text amendment to
allow off-site directional signs; and
WHEREAS, the Planning Commission has reviewed the requested text amendment relating to the
regulation of off-site directional signs at a duly called public hearing.
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY
OF PLYMOUTH, MINNESOTA, that it should and hereby does deny the request for a Zoning
Ordinance text amendment to allow off-site directional signs, based on the following findings:
1. The proposed amendment would not comply with the purpose and intent of the Zoning
Ordinance which requires high standards for signage for residential, commercial and industrial
uses, and the proposed amendment would be detrimental to the health, safety, general welfare
or aesthetics of the community.
2. The location, number, size, and appearance of signs has a direct impact on the welfare and
image of the community. Where signs are not properly regulated, they adversely impact the
image and aesthetic attractiveness of the community and thereby undermine economic value
and growth.
3. The existing sign regulations provide an opportunity for viable identification of community
businesses and institutions.
4. The safety of motorists, cyclists, pedestrians and other uses of public streets and property are
affected by the number, size, location and appearance of signs that unduly divert attention. A
concentration of signage at intersections can distract motorists and adversely affect the
aesthetics of the neighborhood. In such situations, signs may fail to achieve their original
objective of communication.

5. The number advertising signs in the City is increasing and is a potential distraction to
motorists and pedestrians. This may create a traffic hazard and reduce the effectiveness of
signs needed to direct the public. In addition, the number of advertising signs adversely
affects the appearance of the entire City. Therefore, it is necessary to restrict new advertising
signs in the City.
6. Reasonable opportunity is provided for maintenance of legally constructed advertising signs
while protecting the public through preserving a positive aesthetic character.
