RESOLUTION ACCEPTING THE RECOMMENDATION OF THE PLYMOUTH YOUTH
ADVISORY COUNCIL AND AUTHORIZE APPLICATION TO BECOME A
"COMMUNITY OF PROMISE"
WHEREAS, America's Promise believes that every county, city, town and neighborhood should
become a Community of Promise, a community which has mobilized to provide a target
number of children and young people with all five America's Promise Fundamental
Resnnrces
WHEREAS, Successful Communities of Promise ultimately include three key features:
1. Sites of Promise, places where all five resources are delivered in a coordinated way to
children and young people known by name;
2. Local Alliances, where groups work among their own networks of youth to deliver all
five resources to youth known by name; and
3. A Commitment Strategy that, in part, directs local commitments to the above entities,
increasing their success and impact on youth.

WHEREAS, As a baseline, Communities of Promise agree to do the following:

Engage a diverse community team of key leaders including young people, non -profits,
communities of faith, businesses, schools, local officials, etc., who will ensure that the
needs of young people are known, that community resources are fully tapped, and that all
five resources are effectively delivered to targeted youth.
Establish a lead point of contact or community home for sharing information on events,
plans, commitments and progress within the community, with other communities, and to
America's Promise.
Conduct a needs assessment and set specific measurable goals to provide access to all
five fundamental resources to individual children and young people most in need.
Develop a local communication plan which includes summit or other events as part of
your overall effort to determine needs and develop strategies that will increase local
alliances to deliver multiple resources, leverage local commitments from all sectors and
spark individual involvement in the lives of youth.
Develop "Schools of Promise" or other "Sites of Promise," specific places where
community members and commitment makers mobilize and collaborate to deliver all five
of the resources, directly or indirectly, to children and young people known by name.

Secure local commitments from all sectors that will help reach community's numerical
goals. Solicit two forms of commitments: targeted commitments that help sites of
promise or local alliances reach additional youth known by name with all five resources
and community -wide commitments that provide one or more of the five resources to
additional youth in need.
Track the delivery of local commitments to children and young people and provide
summary information to America's Promise. Track the status of youth with respect to the
five fundamental resources.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Plymouth,
Minnesota authorize the application to become a "Community of Promise."
