RESOLUTION No. 2011-285
A RESOLUTION TO APPROVE A PUD GENERAL PLAN FOR RATIONAL ENERGIES HC INC.
FOR AN OIL MANUFACTURING FACILITY LOCATED AT 14920 27TH AVENUE NORTH

WHEREAS, Rational Energies HC Inc. has requested approval of a PUD general plan for
property legally described as follows:
Lot 8, Block 2, Circle Star business Center 2" a Addition, Hennepin County, Minnesota.
WHEREAS, the Planning Commission has reviewed said request at a duly called Public
Hearing and recommends approval.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF
THE CITY OF PLYMOUTH, MINNESOTA that it should and hereby does approve the request
by Rational Energies HC Inc. for a PUD general plan, subject to the following conditions:
A PUD general plan is approved to allow an oil manufacturing facility and related site
improvements for Rational Energies HC Inc., according to the plans received by the city on
July 14, 2011 and revised site plans received on August 5, 2011, except as amended by this
resolution.
2. Approval of this PUD general plan is contingent upon city approval of the associated
rezoning.
3. Development standards shall be as indicated on the plans and materials dated July 14, 2011
and August 5, 2011, except as amended by this resolution.
4. Separate building, mechanical, electrical, and tank permits are required prior to
commencement of the proiect.
5. No building, mechanical, electrical or tank permits shall be issued until a PUD final
plan is submitted to and approved by city staff.
6. Prior to issuance of a building permit, the applicant shall:
a) Complete a site improvement performance agreement and submit a financial guarantee
pursuant to section 21045.10 of the zoning ordinance.
b) Obtain all appropriate permits from the Minnesota Pollution Control Agency.
c) Revise plans to identify one-way signage on the site.
d) Exterior tanks and equipment shall be protected by bollards, as required by the fire
inspector.

e) The spill containment area for the exterior tanks shall comply with fire code
requirements.
7. The bales of plastic shall be stored inside the building.
8. The color of plastic storage containers/silos, the oil tanks and generator shall match the color
of the existing building. Any rooftop equipment shall be screened or painted to match the
building.
9. Any noise emanating from the site shall be in compliance with section 2025 of the city code.
10. All signage shall require separate permits and shall be in conformance with the requirements
for the office district as defined in the zoning ordinance.
11. Any subsequent phases or expansions are subject to required reviews and approvals per
ordinance provisions.
