HomeMy WebLinkAboutCity Council Minutes 09-29-2015 SpecialAdopted Minutes Special Council Meeting September 29, 2015 Mayor Slavik called a Special Meeting of the Plymouth City Council to order at 6:00 p.m. in the Medicine Lake Room of City Hall, 3400 Plymouth Boulevard, on September 29, 2015. COUNCIL PRESENT: Mayor Slavik, Councilmembers Carroll, Johnson,Wosje, and Willis. ABSENT: Councilmembers Beard and Prom. STAFF PRESENT: Public Works Director Cote, Deputy Park and Recreation Director Northway, and City Clerk Engdahl. Zachary Playfield Projects Gary Emfield, with Zakkary Johnson Memorial Fund, and Todd Lehman from Cre8play presented a proposed project for the Zachary playfield in memory of Zakkary Johnson. The project would consist of constructing an inclusive/all accessible outdoor play experience consisting of a miracle league playfield and playground. They had looked at other playfields in Plymouth, and the Zachary playfield provided the best size and space. The five current playfields at Zachary as well as the miracle league playfield could be used at the same time. The miracle league playfield could also be scheduled for in-field practice play or Tball younger age play. Pastor Bruce Kronen, from Pilgrim United Methodist Church, 4325 Zachary Lane North, which is adjacent to Zachary playfield, voiced their support of this project, including overflow parking needs. Mr. Emfield stated they will secure the funding and construct the miracle league playfield and playground. This is a$1.5 million project with an endowment fund for future maintenance needs. They've been in discussions with prospective donors,but they needed approval from the City before they could proceed. If approved by the Council,the necessary documents would be assembled for formal approval. They anticipate opening spring 2017. Deputy Director of Park and Recreation Northway stated staff would be submitting a Hennepin County Sports grant for the site. She noted that funds could be used from the park replacement fund for the parking lot improvements. A community input meeting would also be scheduled for area residents so they could provide comments on the proposed plans. The Council voiced their support for this project. Their support included netting for the outfield of the miracle league playfield and construction of additional parking.
