HomeMy WebLinkAboutCity Council Resolution 2011-226CITY OF PLYMOUTH RESOLUTION No. 2011-226 A RESOLUTION TO APPROVE A SITE PLAN AMENDMENT FOR THE CITY OF PLYMOUTH FOR PARKING LOT IMPROVEMENTS AT THE PLYMOUTH DOG PARK LOCATED AT 17005 COUNTY ROAD 47 (201 1040) WHEREAS, the City of Plymouth, has requested approval of a site plan amendment for parking lot improvements for property described as: Beginning at a point in the south line of the south '/z of the northwest'/4 distance 1,063 feet west from the southeast corner thereof, thence north parallel with the east line thereof to the north line thereof thence westerly to a point in said line distant 511 feet east from the centerline of Elm Creek, thence deflecting 89 degrees, 03 minutes left 691 feet, thence deflecting 89 degrees, 03 minutes right to the centerline of elm creek, thence southerly along said centerline to the south line of the northwest 1/4, thence east to the point of beginning, excluding the road. WHEREAS, the Planning Commission has reviewed said request at a duly called public meeting and recommends approval. NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH, MINNESOTA, that it should and hereby does approve the request by the City of Plymouth for a site plan amendment for parking lot improvements, subject to the following conditions: A site plan amendment is approved for parking lot improvements to: 1) relocate the driveway further west, 2) pave the parking area, and 3) add a handicapped accessible walkway and related site improvements, in accordance with the plans received by the city on June I and 27, 2011, except as may be amended by this resolution. 2. A separate 2radin2 permit is required prior to commencement of the project and a permit is required to relocate the sign. Prior to commencement of activity on the site, the applicant shall revise the plans to include the following information consistent with the applicable city code, zoning ordinance, and engineering guidelines: 1) riprap for all pipe outlets; 2) emergency overflow elevations for the parking lot and the storm water treatment basin; and 3) curb and gutter type consistent with standard plates. 4. Silt fence shall be installed prior to any constriction on the site. Resolution 2011-226 File No. 2011040 Page 2 5. Standard Conditions: a. The applicant shall remove any diseased or hazardous trees. b. Any subsequent phases or expansions are subject to required reviews and approvals per ordinance provisions. c. The site plan amendment shall expire one year after the date of approval, unless the city has substantially started constriction of the project, or unless the city grants an extension to extend the expiration date for up to one additional year, as regulated under sections 21045.09 of the zoning ordinance.
