RESOLUTION APPROVING A VARIANCE FOR LOUCKS ASSOCIATES FOR DRIVE -AISLE
DIMENSIONS FOR A PARKING LOT EXPANSION AT 2600 NIAGARA LANE (2015071
WHEREAS, Loucks Associates has requested approval of a variance to construct a 69 space
expansion to the parking lot at the north side of Proto Labs located at 2600 Niagara Lane, legally described
as follows:
Lots 3 and 4 and the west % of Lot 2, Block 1, Circle Star Business Center First Addition,
Hennepin County, Minnesota.
WHEREAS, the City of Plymouth Zoning Ordinance requires drive -aisles to be 24 and 26 feet in
width and the existing drive -aisles are 21, 20 and 22.9 feet in width;
WHEREAS, the Planning Commission has reviewed said request at a public meeting and
recommends approval.
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH,
MINNESOTA, that it should and hereby does approve the request by Loucks Associates for a variance,
subject to the following conditions:
1. A variance is approved to allow expansion of the north parking lot with legally nonconforming drive -
aisle dimensions in the north parking lot, in accordance with the plans submitted August 11, 24, and
25, 2015 and September 4, 2015 with the finding that all applicable variance standards would be met.
2. A separate grading permit is required prior to commencement of the proiect.
3. Prior to issuance of the grading permit, the applicant shall fulfill the requirements, submit the
required information, and revise the plans as indicated below, consistent with the applicable city
code, zoning ordinance, and engineering guidelines:
a. Complete a site improvement performance agreement and submit a financial guarantee pursuant
to section 21045.10 of the zoning ordinance.
b. Obtain city approval of final construction plans.
c. Obtain city approval of a minor site plan modification.
d. Install silt fence prior to any grading or construction on the site.
e. Submit an approved erosion control permit from the Bassett Creek Watershed Management
Commission.
4. Standard Conditions:
a. Any subsequent phases or expansions are subject to required reviews and approvals per
ordinance provisions.
b. The variance shall expire one year after the date of approval, unless the property owner or
applicant has started the project, or unless the applicant, with the consent of the property owner,

has received prior approval from the city to extend the expiration date for up to one additional
year, as regulated under section 21030.06 of the zoning ordinance.
