HomeMy WebLinkAboutCity Council Minutes 09-08-2015 SpecialAdopted Minutes Special Council Meeting September 8, 2015 Mayor Slavik called a Special Meeting of the Plymouth City Council to order at 5:30 p.m. in the Medicine Lake Room of City Hall, 3400 Plymouth Boulevard, on September 8, 2015. COUNCIL PRESENT: Mayor Slavik, Councilmembers Beard, Carroll, Prom, Johnson,Wosje, and Willis (arrived at 5:55 p.m.). ABSENT: None. STAFF PRESENT: City Manager Callister,Administrative Services Director Fischer, Park and Recreation Director Evans, Deputy Park and Recreation Director Northway, Public Safety Director Goldstein, Community Development Director Juetten, Public Works Director Cote, City Engineer Renneberg, and City Clerk Engdahl. Crosswalk Improvement Implementation Plan City Engineer Renneberg presented the proposed Crosswalk Improvement Implementation Plan. This plan contained recommended locations for installing rectangular rapid flashing beacons RRFB), eliminating paint and signage on eight crosswalks on roadways where speed of traffic is higher than 40 mph and on eight crosswalks that are on lower volume roadways or are near other crosswalks. A considerable amount of discussion was held on all elements of the plan, but no Council action was taken. However, the Council provided the following comments to staff: The removal of suggested crosswalks needs further discussion. A draft policy be prepared for RRFB's (criteria for placement). In addition, determine how many students use the school crossing at Vicksburg Lane at 41st Avenue at Plymouth Creek Elementary. The difficulty in removing mid-block crossings and redirecting pedestrians to safer crossings. If mid-block crosswalks aren't removed on four-lane roadways with speeds higher than 40 mph, the crossings need to be improved with other measures, such as illumination. Education campaign that will be necessary to educate residents on crosswalk safety and the factors for removing and installing crosswalks. Mayor Slavik requested this item be added to the pending study session list as it would be coming back to the Council in the future. Adopted Minutes 1 of 2 Special Meeting of September 8, 2015 Set Future Study Sessions The Council scheduled the following study sessions: September 29th at 6:00 p.m.: Zachary playfield projects. December 1st at 6:00 p.m.: Board and Commission interviews, 2016 Council Coordinating Representatives, Deputy Mayor, and Regular Council meeting schedule.
