RESOLUTION No. 2011-111
A RESOLUTION TOMODIFY THE STORM WATER POLLUTION PREVENTION PROGRAM TO
INCLUDE BEST MANAGEMENT PRACTICES TO MEET THE GOALS OF THE
SCHMIDT, POMERLEAU, AND BASS LAKES AND
CEDAR ISLAND, PIKE, AND EAGLE LAKES
EXCESS NUTRIENTS TOTAL MAXIMUM DAILY LOAD PLANS
WHEREAS, the City of Plymouth has an approved Storm Water Pollution Prevention Program
(SWPPP) per the requirements of the Municipal Separate Storm Sewer System General Permit as
administered by the Minnesota Pollution Control Agency; and
WHEREAS, as part of the permit requirements the City of Plymouth is required to review the
adequacy of our SWPPP to meet waste load allocations as described in any approved total maximum
daily load (TMDL) plan; and
WHEREAS, on December 3, 2009 the Minnesota Pollution Control Agency (MPCA) approved
the TMDL Implementation Plan and required phosphorus reductions for Schmidt, Pomerleau, and Bass
Lakes and on May 18, 2010 the MPCA approved the TMDL Implementation Plan and required
reductions for Pike Lake; and
WHEREAS, staff has reviewed the adequacy and modified our SWPPP, as appropriate, to
include best management practices to meet the waste load allocations for excess nutrients (phosphorus)
as described in the Schmidt, Pomerleau, and Bass Lakes Excess Nutrient TMDL and the Cedar Island,
Pike, and Eagle Lakes Excess Nutrient TMDL.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF
PLYMOUTH, MINNESOTA:
1. The City Council approves the modification of the Storm Water Pollution Prevention Program to
include best management practices for the Schmidt, Pomerleau, and Bass Lakes Excess Nutrient
TMDL and the Cedar Island, Pike, and Eagle Lakes Excess Nutrient TMDL.
2. Funding will come from the Water Resources Fund.
