RESOLUTION No. 2011-031
A RESOLUTION CALLING FOR A PUBLIC HEARING ON
THE PROPOSED ADOPTION OF A MODIFICATION TO THE DEVELOPMENT PROGRAM FOR
DEVELOPMENT DISTRICT NO. 7 AND THE PROPOSED ESTABLISHMENT OF TAX INCREMENT FINANCING
DISTRICT NO. 7-8 THEREIN AND A TAX INCREMENT FINANCING PLAN THEREFOR
WHEREAS, the City of Plymouth, Minnesota (the "City") previously established Development District
No. 7, pursuant to Minnesota Statutes, Chapter 469, as amended, in an effort to encourage the development and
redevelopment of certain designated areas within the City.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF THE CITY
OF PLYMOUTH, MINNESOTA:
Section 1. Public Hearing. This Council shall meet on February 22, 2011, at approximately 7:00 P.M.,
to hold a public hearing on the proposed adoption of a modification to the Development Program and the
proposed establishment of Tax Increment Financing District No. 7-8 therein and a Tax Increment Financing
Plan therefor (collectively, the "Program and Plan") in an effort to encourage the development and
redevelopment of certain designated areas within the City; and
Section 2. Notice of Public Hearing, Filing of the Program and Plan. City staff is authorized and
directed to work with Ehlers & Associates, Inc., to prepare the Program and Plan and to forward documents to
the appropriate taxing jurisdictions, including Hennepin County and Hopkins School District No. 270. The City
Clerk is hereby authorized and directed to cause notice of such public hearing in substantially the form of
Exhibit A attached hereto, together with an appropriate map as required by law, to be published at least once in
the official newspaper of the City not later than 10, nor more than 30, days prior to February 22, 2011, and to
place a copy of the Program and Plan on file in the City Clerk's office at City Hall and to make such copy
available for inspection by the public.

DEVELOPMENT PROGRAM FOR DEVELOPMENT DISTRICT NO. 7 AND THE PROPOSED
ESTABLISHMENT OF TAX INCREMENT FINANCING DISTRICT NO. 7-8 THEREIN AND A TAX
INCREMENT FINANCING PLAN THEREFOR
NOTICE IS HEREBY GIVEN that the City Council of the City of Plymouth, Hennepin County, State of
Minnesota (the "City") will hold a public hearing on February 22, 2011, at approximately 7:00 P.M. at the
Plymouth City Council Chambers in City Hall, 3400 Plymouth Boulevard, Plymouth, Minnesota, relating to the
City of Plymouth's proposed adoption of a modification to the Development Program for Development District
No. 7 (the "Development Program Modification"), the proposed establishment of Tax Increment Financing
District No. 7-8 (a redevelopment Tax Increment Financing District), within Development District No. 7, and
the proposed adoption of a Tax Increment Financing Plan (the "TIF Plan") therefor (collectively the "Program
and Plan"), pursuant to Minnesota Statutes, 469.124 to 469.134 and Sections 469.174 to 469.1799, all inclusive,
as amended. Copies of the Program and Plan are on file and available for public inspection at the office of the
City Cleric at City Hall.
The property to be included in TIF District No. 7-8 is located within Development District No. 7 and the
City of Plymouth. A map of Development District No. 7 and TIF District No. 7-8 therein is set forth below.
Subject to certain limitations, tax increment from TIF District No. 7-8 may be spent on eligible uses within the
boundaries of Development District No. 7.
