ACTION REQUESTED: Discuss the crosswalk improvement implementation plan. 2. BACKGROUND: On January 14, 2014, crosswalk signing and markings was discussed at a Special Council Meeting and attached is the memorandum prepared for that meeting. Discussed in the memorandum were recommendations to install facility enhancements or remove certain marked crosswalks throughout the city. Below is a summary of the existing marked crosswalks that are considered and attached are figures that show the area surrounding the crosswalks. A. Install Rectangular Rapid Flashing Beacon (RRFB) at four locations that are at uncontrolled intersections on a 4 lane roadway with speeds 40 mph or higher that are either in school zones or directly adjacent to city parks with playground/ball fields/etc. This would be consistent with other flashing warning signs already in place in the City near Central Middle School, Zachary Elementary School and Lake Camelot Park. 1. Vicksburg Lane @ 41st Avenue (Plymouth Creek Elementary), Figure 1. 2. Fernbrook Lane @ Dallas Lane (Plymouth Creek Park) 3. Schmidt Lake Road @ Orchid Lane (Providence Academy) Existing Crosswalk Page 1 4. Old Rockford Road @ Jewel Lane (Kimberly Lane Elementary School) The equipment for the RRFP’s cost $7,500 plus installation for each crossing and attached is a brochure for the units. The units would be push-button operated. Attached is an article from the American Public Works Association (APWA) Reporter magazine that evaluated the RRFB. The article states that when the RRFB was activated, the motorists yielding to trail traffic was 50%, compared to 32% when the RRFB was not activated. The article concluded that the RRFB had a positive effect on motorist yield rates and awareness. B. Eliminate paint and signage on eight crosswalks on roadways with speeds higher than 40 mph. The attached Federal Highway Administration (FHWA) guidelines state these roadways should not have marked crosswalks without a substantial crossing improvement. Pedestrians could still cross at these locations, but would likely wait for a gap between vehicles to cross safely. 4. County Road 47 @ Yucca Lane, Figure 2. At County Road 47 and Dallas Lane there is a push button flashing beacon for the crosswalk, which is recommended to remain. Existing Crosswalk Existing Crosswalk Page 2 5. Fernbrook Lane @ 44th Place, Figure 3. There is no trail or pedestrian ramps on the east side of Fernbrook Lane. In the last few months, staff has received multiple requests for additional crosswalks along Fernbrook, north of County Road 9 to utilize Plymouth Metrolink. As a result of the requests, staff explored running a bus on both sides of Fernbrook Lane to eliminate the need for pedestrians to cross the road. To do so would cost an additional $1,000 to $2,000 a year. A recent count tallied nine people that were picked up on Fernbrook Lane between County Road 9 and Schmidt Lake Road. That said, staff does not think it is cost effective to run the bus on both sides of Fernbrook Lane. 6. Northwest Boulevard @ 44th Avenue, Figure 4. There are trails on both sides of Northwest Boulevard and signals at 42nd Place and Schmidt Lake Road. This crosswalk has not been restriped in many years and is almost completely faded. 7. Vicksburg Lane approximately 500 feet south of 41st Avenue, Figure 1. There are trails on both sides of Vicksburg Lane with signals at Rockford Road and Old Rockford Road. Additionally, a RRFP is recommended at 41st Ave and Vicksburg Lane. 8. Northwest Boulevard @ 37th Avenue, Figure 5. There are trails on both sides of Northwest Boulevard with signals at County Road 9 and Medicine Lake Drive. 9. Niagara Lane at 23rd Avenue, Figure 6. This may have been installed when the skate park was located near the Central Water Treatment Plant. The skate park has been relocated to Plymouth Creek Park. 10. Niagara Lane at 25th Avenue, Figure 6. Install “Trail Crossing” sign since it connects a trail on each side of the street. 11. Vicksburg Lane at 25th Avenue, Figure 6. Install “Trail Crossing” sign since it connects a trail on each side of the street. It is recommended to remove the paint by sandblasting at an estimated cost of $700 per crossing. If the City Council wishes to keep any as marked crosswalks, RRFB’s should be considered at each crossing due to the high speeds and/or multi-lane characteristics of the roadways. C. Eliminate paint and signage on eight marked crosswalks. The following locations are lower volume roadways or are near other crosswalks. Additionally, like any warning traffic control sign, crosswalks may not work as effectively if they are overused or placed at locations with low pedestrian activity. 1. Cheshire Parkway @ 52nd and 54th Avenues, Figure 7. Trails exist on both sides of the road and a marked crosswalk is recommended to remain at Cheshire Parkway @ 53rd Avenue. 2. Valley Forge Lane 150 feet south of 48th Avenue, Figure 8. An unmarked crossing would be consistent with the other crossings in the neighborhood. Install “Trail Crossing” sign since it connects a trail on each side of the street. 3. Old Rockford Road 500 feet west of Larch Lane, Figure 9. Crosswalk is located in a dead end street with only three driveways beyond the crosswalk. Page 3 4. 40th Avenue 150 feet west of Forestview Lane, Figure 10. An unmarked crossing would be consistent with the other crossings in the neighborhood. Install “Trail Crossing” sign since it connects a trail on each side of the street. 5. 25th Avenue 200 feet west of Walnut Grove Lane, Figure 11. An unmarked crossing would be consistent with the other crossings in the neighborhood. Has not been restriped after the recent overlay project. Install “Trail Crossing” sign since it connects a trail on each side of the street. 6. 19th Avenue 400 feet west of Shadyview Lane, Figure 12. There is no trail on the north side of 19th Avenue 7. 6th Avenue 400 feet west of Revere Lane, Figure 13. No public trails or sidewalks near this crossing. It appears that it connects two businesses. Since these are on lower volume roadways, it is recommended to let the paint fade until they are gone and then the signs would be removed or switched. If the City Council wishes to keep any of these crosswalks, no additional enhancements would be necessary other than continuing to stripe the crosswalks and replace the signs as necessary. On July 28, 2015, the City Council approved the Vicksburg Lane Mill and Overlay project between Gleason Lake Drive and County Road 6. Approved with the project is to restripe Vicksburg Lane south of 12th Avenue as a three lane roadway. At the Luce Line Trail crosswalk, there are yellow bollards as an enhancement to the crossing. With the three lane configuration, the shoulders and bollards would be eliminated. Since this is a higher volume roadway and trail there was a concern with the safety of the crossing and the City Council approved the installation of a RRFB. There is an existing pedestrian actuated flashing crosswalk sign on Vicksburg Lane at Central Middle School. 3. Budget Impact The 2015-2019 Capital Improvement Program includes $50,000 to upgrade crosswalk signage. The equipment cost for the RRFB is $7,500 with an estimated installation cost of $1,000 per crossing. Purchasing and installing five RRFB’s would cost an estimated $42,500. Removal of the crosswalk paint at seven crosswalks by sandblasting is estimated at $5,600. The total estimated cost is $48,100 and the funding for this project would come from the Street Replacement Fund. 4. According to the police report, two pedestrians were struck by a vehicle that did not see them crossing the street. After this accident and many requests over the past few years, the City Council requested staff to look into improving safety at crosswalks citywide. Existing Crosswalks In Plymouth, there are currently 65 marked crosswalks at uncontrolled locations and attached is a map showing these. The crosswalks range from being located in residential neighborhoods to 4 lane streets where speeds are 45 mph. A typical crosswalk has pedestrian signs with arrows at the crosswalk, advanced warning signs and striping on the roadway. Additionally, some crosswalks on busier roadways have stop bars and overhead lighting to enhance the crossing. Page 5 There are many marked crosswalks at controlled intersections (i.e. traffic signals and all way stops). These types of crosswalks were not analyzed in this report since motorists are required to come to a complete stop and should allow pedestrians to cross safely. Accidents involving Pedestrians Since 2008, there have been 10 reported accidents involving pedestrians. Only one of these reported accidents occurred at a marked crosswalk at an uncontrolled intersection, which was on Vicksburg Lane and noted above. The remainder of the accidents include pedestrians in a crosswalk at a controlled intersection, pedestrian crossing outside of a crosswalk, pedestrians walking on the street, construction related and a domestic assault incident. Pedestrian Counts at Uncontrolled Crosswalks To determine how many pedestrians were actually using marked crosswalks at uncontrolled locations, cameras were placed at four different locations that staff has received concerns about in the past. In June, 2013, pedestrian counts were collected for four days (Thursday-Sunday). The four crosswalks included: C.R. 47 @ Dallas Lane (Lake Camelot Park)-2 lane undivided roadway w/ push button flashing beacon for pedestrians C.R. 61 @ 44th Avenue-4 lane undivided roadway Fernbrook Lane @ Dallas Lane (Plymouth Creek Park) -4 lane undivided roadway Vicksburg Lane @ 25th Avenue-4 lane undivided roadway Pedestrians that crossed on camera were categorized by one of the following: 1. No vehicles yielding (pedestrian waits for more than 20 seconds) NO YIELD 2. Some vehicles yielding, but not all SOME YIELD 3. Full yielding (all vehicles stop and the pedestrian starts crossing in less than 20 seconds) FULL YIELD 4. No conflicts (the pedestrian waits for 20 seconds or less) NO CONFLICT 5. No Yield and Some Yield, which indicate that vehicles are not stopping for pedestrians, occurred 14.5% of the time at the four crosswalks. Page 6 Two of the crosswalks studied were located adjacent to city parks. On average per day, there were about 53 pedestrian crossings adjacent to a park and approximately 27 pedestrian crossings at crosswalks not adjacent to a park. Full Yield, No Conflict and Outside occurred 89.6% of the time at the crosswalks adjacent to a park, compared to 77.6% at the two other locations. When vehicles were present and required to stop, adjacent to parks drivers fully yielded 45% of the time while the crosswalks not adjacent to the parks, drivers fully yielded only 6% of the time, which may indicate drivers are more observant around parks. Crosswalks in other Communities Engineering departments in cities adjacent to Plymouth were surveyed in June, 2013. Some of the questions asked include what a typical crossing looks like, where crosswalks are installed and recent improvements made. Attached are the results of the survey. In short, there is not a standard on how each community signs or locates their crosswalks. Crosswalk Reports The Federal Highway Administration (FHWA) created a document in 2005 called “Safety Effects of Marked Versus Unmarked Crosswalks at Uncontrolled Locations.” The purpose of this document was to determine whether marked crosswalks at uncontrolled locations are safer than unmarked crosswalks under various traffic and roadway conditions. Another objective was to provide recommendations on how to provide safer crossings for pedestrians. Attached is this document. The FHWA provided the following general guidelines on where marked crosswalks alone (i.e., without traffic-calming treatments, traffic signals and pedestrian signals when warranted, or other substantial crossing improvement) are insufficient and should not be used under the following conditions: Where the speed limit exceeds 64.4 km/h (40 mi/h). On a roadway with four or more lanes without a raised median or crossing island that has (or will soon have) an average daily traffic (ADT) of 12,000 or greater. On a roadway with four or more lanes with a raised median or crossing island that has (or soon will have) an ADT of 15,000 or greater. Additionally, Table 11 on page 54 in the FHWA document provides recommendations for installing marked crosswalks based on a roadway ADT, speed and number of lanes. Furthermore, in 2011 a group consisting of metro wide professionals developed a document labeled “Best Practices for Traffic Control at Regional Trail Crossings.” Included in the document is the applicable state laws regarding pedestrian crossings, common hazards and typical crossing scenarios. The intent of the document is to clarify the state law and to provide general principles at trail crossings metro wide. This document is also attached. Crossing Enhancements Attached is a list of potential options determined by staff to improve marked crosswalks at uncontrolled intersections. Included are estimated costs, pros and cons for each alternative. If improvements are made to the marked crosswalks at uncontrolled locations, the recommended Page 7 option is the push button warning light signs since it may provide benefit to pedestrians while crossing and the cost ($7,000 per crossing) is reasonable considering all the options. Furthermore, this option could be installed, removed and replaced relatively easy if the crosswalk was relocated, eliminated or needed maintenance. Recommendations At this time, it is not recommended to make major, costly improvements to crosswalks at uncontrolled intersections such as additional bridges or installing a controlled intersection. According to the pedestrian counts, at the most congested streets 85.5% of the pedestrians do not experience delays while crossing. Additionally, there has been one reported accident at uncontrolled crosswalks since 2008. However, staff is concerned with the recent accident and the results showing 14.5% of the drivers do not stop for pedestrians. As a result, to try to improve pedestrian safety at uncontrolled crossings it is recommended to: 1. Increase education. a. This should be directed to both drivers and pedestrians to inform both groups of law. b. Continue utilizing the city’s website and Plymouth News. c. Include education in the DARE program for school age kids. 2. Increase police enforcement. a. Each year have a day in May and September where police do enforcements at marked crosswalks at uncontrolled locations. 3. Follow FHWA guidelines as indicated above and either install facility enhancements to certain crossings or remove marked crosswalks. a. It is recommended to have push button activated warning lights installed ($7,000 each) on uncontrolled crosswalks located on a 4 lane roadway with speeds 40 mph or higher that are either school zones and directly adjacent to city parks (with playgrounds/ball fields/etc), similar to the crossings at Wayzata Central Middle School and Lake Camelot Park. These crosswalks had higher users and compliance in the counts noted above. Crosswalks included would be: i. Vicksburg Lane @ Plymouth Creek Elementary ii. Fernbrook Lane@ Plymouth Creek Park 1. Consider restriping Fernbrook Lane to a 3-lane roadway when project is scheduled for an overlay in 2017. iii. Schmidt Lake Road @ Providence Academy b. Consider removing 8 crosswalks on roadways that the FHWA guidelines state should not be marked and had lower users and compliance in the counts noted above. Page 8 i. The crosswalks include Vicksburg Lane @ 25th and 39th, C.R. 47 @ Yucca Lane, Fernbrook Lane @ 44th Place, C.R. 61 @ 37th and 44th and Niagara Lane @ 23rd and 25th. ii. Consider installing trail crossing signs at Vicksburg Lane @ 25th, Fernbrook Lane @ 44th Place, C.R. 61 @ 37th and Niagara Lane at 25th. Other locations are close to other trails or controlled intersections and would be eliminated. iii. Pedestrian can still cross at these locations but would need to select a gap in vehicles large enough to cross safely. iv. Inform public these crossings are considered to be removed. If there is enough support and users of the crossing, consider leaving the marked crossing but install facility enhancements. 4. Let select marked crosswalks on streets fade away that are either located on lower volume roadways or are near other crosswalks. a. Replace the ones in residential areas with trail crossing signs (5 total) and eliminate others due to other crossings nearby. b. This does not includes crosswalks in school zones or ones located next to select Plymouth Metrolink bus stops. 5. New crosswalks would be determined using FHWA Table 11 and engineering judgment. 6. Review marked crosswalks that are included in future street improvement projects.
