FOR FORSTER PRESERVE PLAT 4, LOCATED AT 4825 DEERWOOD LANE NORTH (99093) WHEREAS, Janco, Inc. has requested approval of a Preliminary Plat for Forster Preserve Plat 4, to allow the creation of 21 single family lots on roughly 8.3 acres located south of Rockford Road and west of Deerwood Lane; and WHEREAS, the property is legally described as follows: Outlot B and C, Forster Preserve Plat 2, That part of the south 530.00 feet of the north 1600.00 feet of the east 420.00 feet of the east half of the west half of the northeast quarter of Section 14, Township 118, Range 22, lying southerly of Rockford Road; and WHEREAS, the Planning Commission has reviewed said request at a duly called Public Hearing and recommends approval. NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH, MINNESOTA, that it should and hereby does approve the request by Janco, Inc. for a Preliminary Plat for Forster Preserve Plat 4, subject to the following conditions: 1. This Preliminary Plat approves 21 single family lots in accordance with the plans received by the City on September 1, 1999 and September 24, 1999, except as amended by this Resolution. 2. The applicant shall pay park dedication fees in lieu of land dedication, in accordance with the fee schedule in effect at the time of recording the final plat. Resolution 99-482 (99093) Page 2 3. The applicant shall submit a landscaping plan with the final plat that includes a minimum of 31 trees (76.25 caliper inches). 4. The applicant shall provide fire flow calculations demonstrating that there would be adequate water pressure for Phase I prior to looping the water system. This information shall be submitted to Community Development along with the final plat application for Phase I. 5. Prior to issuance of a grading permit, the applicant shall demonstrate compliance with all erosion control ordinances and policies. 6. Development standards shall be as required by the RSF-3 district. No variances are granted or implied. 7. Private driveway access shall be prohibited from Rockford Road. 8. Standard Conditions: A. Compliance with the City Engineer's Memorandum. B. Removal of all hazardous trees from the property at the owner's expense. C. No building permits shall be issued until a contract has been awarded for sewer and water. D. Street names shall comply with the City Street Naming System. E. Compliance with Policy Resolution 79-80 regarding minimum floor elevations for new structures on sites adjacent to, or containing any open storm water drainage facility. F. No building permits shall be issued until the final plat is filed and recorded with Hennepin County. G. Location and number of fire hydrants shall be approved by the Fire Division. H. Submittal of fire flow data with the final plat. I. A pond maintenance agreement is required between the developer and the City for the water quality pond.
