RESOLUTION NO. 99-446
ESTABLISHING A SMALL GRANT PROGRAM
FOR PROJECTS THAT BENEFIT WATER QUALITY
WHEREAS, The Plymouth Water Resources Management Plan has identified phosphorus and
excessive impervious area as significant contributors to the deterioration of the quality of lakes and
other bodies of water in the City of Plymouth; and
WHEREAS, The Plymouth Environmental Quality Committee (EQC) wishes to support environmental
education and neighborhood projects that promote and improve water quality; and
WHEREAS, Alternative landscaping projects such as rain gardens, zeroscape gardening, planting of
native grasses and flowers, and establishing prairie gardens have shown to be an effective measure in
promoting ground water infiltration, intercepting excessive phosphorous and sediments from run off,
providing wild life habitat; and in general minimizing surface water run off, and
WHEREAS, surface water runoff rich in phosphorous is a major contributor to eutrophication and
degeneration of water resources including lakes, streams, and wetlands; and
WHEREAS, The City of Plymouth is committed to preserve and improve the quality of Plymouth area
water resources such as its lakes for preservation of wildlife habit and public recreation;
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY
OF PLYMOUTH, MINNESOTA: that the City of Plymouth shall provide alternative landscaping
grants of up to $ 500 per site to the city residents per criteria established by the Plymouth
Environmental Quality Committee, utilizing the Water Resources' education fund (505-1750-6107).
The maximum amount of the program for 1999 is $3,500.
