RESOLUTION NO. 99-420
APPROVAL OF AGREEMENT FOR USE OF A
DESIGNATED AREA OF THE PARKING LOT AT
PLYMOUTH COVENANT CHURCH FOR A
PARK-AND-RIDE SITE
WHEREAS, the Plymouth Covenant Church (hereinafter called "Organization") desires to
contribute to the reduction of transportation problems in Plymouth and the Minneapolis
Metropolitan area; and
WHEREAS, the City wishes to establish locations within the community at which passengers may
park their automobiles and ride a Plymouth Metrolink bus to the downtown areas in Minneapolis
and St. Paul; and
WHEREAS, the Organization owns the parking lot presently used primarily for parking by church
members at the Plymouth Covenant Church; and
WHEREAS, the Organization is willing to enter into an agreement with the City of Plymouth to
permit the City to utilize a designated portion of their soon to be expanded parking lot for the
required park-and-ride facility for approximately 50 vehicles; and
WHEREAS, the stalls used shall be located in the northern most section of the lot adjacent to
Vicksburg Lane, north of the most southerly parking entry, per Exhibit A; and
WHEREAS, the Organization and the City have reached an agreement containing twelve
stipulations dated September 27, 1999; and
WHEREAS, the City is obligated by this agreement to reimburse the Organization in the amount
of $7,600 and provide off-site water quality mitigation measures that have an estimated benefit of
$6,400 as part of the parking lot expansion with payment due by November 1, 1999.
Additionally, the City will make a payment of $100 to Plymouth Covenant Church on November
1, 1999 as well as annual payments of $600 in January of each full year that the agreement
remains in effect.
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY
OF PLYMOUTH, MINNESOTA: That the Mayor and City Manager are authorized to enter into
the agreement with Plymouth Covenant Church for use of a portion of the parking lot at the
Plymouth Covenant Church as a park-and-ride facility. This agreement shall be in force for a
period of five years from November, 1999, to November, 2004.
