RESOLUTION 99-413
DECLARING FINDING OF "NO NEED" FOR AN ENVIRONMENTAL IMPACT
STATEMENT (EIS) BASED UPON THE REVIEW OF THE ENVIRONMENTAL
ASSESSMENT WORKSHEET (EAW) DATED JULY 30, 1999 FOR THE PROJECT
PROPOSED BY SUBURBAN HENNEPIN REGIONAL PARK DISTRICT FOR
EAGLE LAKE REGIONAL PARK SPECIAL RECREATION USE AREA (99009)
WHEREAS, the City Council has reviewed an Environmental Assessment Worksheet
(EAW) for a golf course and other recreational facilities on September 21, 1999; and,
WHEREAS, pursuant to the Minnesota Environmental Review Program rule 4410.4300,
Subpart 36, the City of Plymouth, as the responsible government unit submitted an
Environmental Assessment Worksheet (EAW) for the proposed project on August 2,
1999; and,
WHEREAS, the 30 -day review period expired on September 8, 1999, and all comments
and recommendations received from reviewing agencies and other interested parties have
been considered; and,
WHEREAS, it has been determined that the proposed project does not present a potential
for environmental impacts of such significance that an Environmental Impact Statement
would be required;
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF
THE CITY OF PLYMOUTH, MINNESOTA, that it should and hereby does make a
Negative Declaration on the need for an Environmental Impact Statement (EIS) for the
proposed project known as "Eagle Lake Regional Park Special Recreation Use Area" for
Suburban Hennepin Regional Park District, based on the Record of Decision and subject
to the following conditions:
1. Compliance with all statements in the attached Record of Decision.

2. Strict adherence to the City's Erosion Control Ordinance shall be met during
construction and until the site is re -vegetated.
3. The proposed development shall include construction of on-site basins for storm water
treatment that meet the National Urban Runoff Program (N URP) water quality
guidelines, as well as the MPCA's Best Management Practices Manual and City of
Plymouth's water quality requirements.
