RESOLUTION NO. 99-357
ESTABLISHING A MINIMUM AGE DIAL -A -RIDE RIDERSHIP POLICY FOR
YOUTH ON THE METROLINK SYSTEM
WHEREAS, from time to time problems have arisen regarding request to transport young children
(two to four years of age) on the Plymouth Metrolink Dial -A -Ride system; and
WHEREAS, a minimum age ridership policy has been discussed by the Plymouth Advisory
Committee on Transit (PACT); and
WHEREAS, it has been determined that there are obvious benefits to the City to establish a
minimum age ridership policy; and
WHEREAS, Plymouth Metrolink staff has surveyed other transportation systems in the metro area
in an effort to determine a viable policy.
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF
PLYMOUTH, MINNESOTA: That the following policy is hereby established and will become
effective November 1, 1999.
Children under the age of ten must be accompanied by a responsible party at least 13 years of age.
If a child restraint seat is required by law, the responsible party must provide the seat and is
responsible for proper seat securement. Only vehicles with appropriate seat belts installed will
accept children that require child restraint seats. Children governed by this policy will ride free.
FURTHER, that staff shall establish a public information meeting with transit customers and the
City Council Transit Subcommittee to discuss the policy before its effective date.
