HomeMy WebLinkAboutCity Council Resolution 1999-334CITY OF PLYMOUTH RESOLUTION 99-334 APPROVING PUD AMENDMENT FOR LANDFORM ENGINEERING COMPANY TO INCREASE THE MAXIMUM IMPERVIOUS SURFACE AREA COVERAGE FOR THE PIKE LAKE WOODS PUD, LOCATED NORTH OF BASS LAKE ROAD AND EAST OF HEMLOCK LANE (99057) WHEREAS, Landform Engineering Company has requested approval of a PUD amendment for property legally described as follows: Lots 1-4, Block 1 and Lots 1-7, Block 2, Pike Lake Woods 2nd Addition and Lots 1-24, Block 1 and Lots 1-4, Block 2, Pike Lake Woods 3rd Addition, Hennepin County, Minnesota. WHEREAS, the Planning Commission has reviewed said request at a duly called public hearing and recommends approval. NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH, MINNESOTA, that it should and hereby does approve the request by Landform Engineering Company for a PUD amendment to increase the maximum impervious surface area coverage to allow construction of the townhomes as originally conceived for the Pike Lake Woods PUD, subject to the following findings and conditions: 1. A PUD amendment is approved in accordance with the application and plans received by the City on June 11, 1999, and revisions received on July 22, 1999, and July 28, 1999, except as amended by this resolution. 2. A PUD amendment is granted to allow 31 percent impervious surface area coverage for Pike Lake Woods 2nd and 3rd Addition, in accordance with the application and plans received by the City on June 11, 1999 and revised impervious surface area calculations dated July 28, 1999. The PUD amendment is granted based on the following findings: Resolution 99-334 (99057) Page 2 a. A PUD general plan has been approved for this development with the higher impervious surface area as shown on the approved site plan and 15 townhomes have already been built. No changes are proposed to the approved site plan and the PUD amendment would correct several calculation errors. b. The proposed development is within the Shoreland Management Overlay District for both Bass Lake and Pike Lake, but is not directly adjacent to either lake. The runoff from the increased impervious surface area would be treated on site before discharging in to a wetland for additional filtering before finally discharging into Pike Lake. c. Approximately 65 percent of the Pike Lake Woods PUD is located in the Bass Lake Shoreland District, but the development is separated from Bass Lake by Bass Lake Road. Consequently, Bass Lake receives no runoff from this development. The remainder of the development is in the Pike Lake Shoreland District. Eagle Lake Regional Park is located between the subject development and Pike Lake. The 149 -acre regional park is a natural area, but Hennepin Parks is proposing to develop the park for both passive and active recreation, including a golf course. The concept plan for development of a portion of this park for a golf course and other recreational facilities would not significantly increase the impervious surface area on the park property. Overall, the area in the Pike Lake Shoreland District would develop at significantly less than 25 percent impervious surface area coverage. d. All runoff would be directed to Pike Lake. The 149 -acre regional park is a natural area with a paved trail connecting Pike Lake and Eagle Lake in Maple Grove. The proposed development of the site for passive and active recreation, including a golf course, would not significantly increase the impervious surface area on the park property. The undeveloped regional park property would mitigate the effects of the increased impervious surface area in the Pike Lake Woods PUD. e. The proposed development would have no impact on water surface use or public access to either Bass Lake or Pike Lake. f. The proposed development is not adjacent to either Bass Lake or Pike Lake and would have no effect on public use of the public water. ADOPTED by the City Council on August 17, 1999.
