HomeMy WebLinkAboutCity Council Resolution 1999-306CITY OF PLYMOUTH RESOLUTION 99-306 APPROVING FINAL PLAT FOR ROTTLUND HOMES FOR "CORNERSTONE COMMONS 3RD ADDITION" FOR PROPERTY LOCATED NORTH OF MEDINA ROAD, SOUTH OF HIGHWAY 55, AND EAST OF CO. RD. 101 (99050-F) WHEREAS, Rottlund Homes has requested approval of a final plat for Cornerstone Commons 3rd Addition, containing 88 lots for property legally described as follows: Outlot A, Cornerstone Commons I't Addition. WHEREAS, the City staff has prepared a development contract covering the improvements related to said plat. NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH, MINNESOTA, that it should and hereby does approve the request by Rottlund Homes for a final plat, subject to the following conditions: 1. This final plat approves 88 lots, in accordance with the plans received by the City on May 28, 1999, except as amended by this Resolution. 2. The developer is not responsible to provide utilities or access to the adjacent residential parcel located east of the Church property (PIN# 17-118-22-32-0001). Providing access to this parcel through the subject property would result in additional wetland impacts. This 0.72 acre parcel is under separate ownership and has severe limitations for development because of the setback requirements from the wetlands and Highway 55. Furthermore, the property currently has a field access from Highway 55. 3. The private driveways shall incorporate different paving materials at the entrances to demarcate the private driveways. 4. Wetland buffer monuments shall be located adjacent to all wetlands in accordance with Section 21670.07 of the Plymouth Zoning Ordinance. Resolution 99-306 (99050-F) Page 2 5. Standard Conditions: a) Compliance with the City Engineer's Memorandum. b) Compliance with Policy Resolution 79-80 regarding minimum floor elevations for new structures on sites adjacent to, or containing any open storm water drainage facility. c) Submission of the required Financial Guarantee and Site Performance Agreement for completion of site improvements within twelve months of the date of this Resolution. d) Any subsequent phases or expansions are subject to required reviews and approvals per Ordinance provisions. e) Compliance with the Ordinance regarding the location of fire hydrants, fire lanes, and fire lane signage. f) An 8 1/2 x 11 inch "As Built" Fire Protection Plan shall be submitted prior to the release or reduction of any site improvement bonds per City Policy. g) The permit is subject to all applicable codes, regulations and ordinances, and violation thereof shall be grounds for revocation. h) Park dedication fees shall be cash fees in lieu of land dedication in accordance with the dedication policy in effect at the time of recording the final plat. i) Compliance with regulations regarding handicapped parking spaces and access.
