RESOLUTION 99-242
APPROVING FINDINGS OF FACT FOR AMENDING SECTION 21450 (O -R,
OFFICE/RESIDENTIAL) OF THE PLYMOUTH CITY CODE (99025)
WHEREAS, the City of Plymouth finds it necessary to amend the Zoning Ordinance to permit
educational facilities in the O -R zoning districts; and
WHEREAS, the Planning Commission has reviewed the text amendment relating to the regulation
of educational facilities at a duly called Public Hearing and recommends approval; and
WHEREAS, the City Council has adopted Ordinance No. 99-15 amending the Zoning Ordinance
text relating to education facilities.
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY
OF PLYMOUTH, MINNESOTA, that revisions to Section 21450 of the City Code are necessary
based on the following findings:
The amendment is consistent with the Comprehensive Plan and other City policies and plans.
The O -R zoning district is compatible the CO (Commercial Office) guiding. The O -R zoning
district is intended to provide a transition between business and residential developments and
provide an intermixing of such activities. Educational facilities would be consistent with the
intent of the O -R zoning district and would be compatible with other uses allowed in this
zoning district.
2. The amendment meets the purpose and intent of the O -R (Office/Residential) zoning district.
Educational facilities, including public and private accredited nursery, elementary, middle or
junior high, and high schools would be compatible with other uses allowed in the O -R zoning
district, such as banks, offices, senior housing, assisted living facilities, convenience markets,
day care facilities and other residential uses. The amendment would comply with purpose and
intent of the O -R zoning district by providing a transition between commercial and residential
uses.

3. The ordinance standards will ensure that educational facilities in the O -R zoning district are
operated in a manner that that does not adversely impact the public health, safety or aesthetics
of the community.
