HomeMy WebLinkAboutCity Council Resolution 1999-155CITY OF PLYMOUTH RESOLUTION 99-155 APPROVING SITE PLAN AMENDMENT AND CONDITIONAL USE PERMIT AMENDMENT FOR A BUILDING ADDITION AND PARKING LOT EXPANSION AT THE CHURCH OF JESUS CHRIST OF LATTER DAY SAINTS AT 330 VICKSBURG LANE NORTH (99011) WHEREAS, Neil Weber has requested approval of a site plan amendment and conditional use permit amendment to allow construction of a 2,232 -square foot building addition and a 35 -stall parking lot expansion on property legally described as follows: That part of the west half of the south half of the northwest quarter of the southwest quarter of Section 33, Township 118, Range 22, lying northerly of the south 110.00 feet thereof. The east 3 00. 00 feet of the south 110.00 feet of the west half of the south half of the south half of the northwest quarter of the southwest quarter of said Section 33. WHEREAS, the Planning Commission has reviewed said request at a duly called Public Hearing and recommends approval of the site plan amendment and conditional use permit amendment; NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH, MINNESOTA, that it should and hereby does approve the site plan amendment and conditional use permit amendment for a building addition and parking lot expansion on property located at 330 Vicksburg Lane North, subject to the following conditions: A site plan amendment and conditional use permit amendment are approved to allow construction of a 2,232 -square foot building addition and a 35 -stall parking lot expansion, in accordance with the plans and application received by the City on February 12, 1999, and revisions received on February 26, 1999, and March 10, 1999, except as amended by this resolution. Resolution 99-155 (99011) Page 2 2. Prior to issuance of building permits, the plans should be revised to provide parking calculations. The plan should identify existing parking stalls and the number of parking stalls required by the ordinance. 3. Prior to issuance of building permits, the applicant shall revise the landscape plan to completely screen the parking area from the adjacent residential area. The landscaping shall completely screen the parking to a height of six feet in compliance with the ordinance. 4. Prior to issuance of building permits, the applicant shall submit a revised site plan with 26 - foot drive aisle in compliance with Section 21135.07 of the Zoning Ordinance. Plans should include dimensions for the new drive aisles, parking stalls (typical) and parking setback from the building. 5. Prior to issuance of building permits, the applicant shall provide the City with details on the proposed concrete block. Integral colored split face (rock -face) concrete block is permitted, but plain concrete block is prohibited. 6. Prior to issuance of building permits, the applicant shall revise the plans to comply with the regulations regarding handicapped parking spaces and access. 7. Prior to issuance of building permits, the plans must be revised to identify contours within 100 feet of all property boundaries. Drainage has been a problem in this area and plans must be reviewed to ensure that this proposal does not adversely affect adjacent properties. 8. Prior to issuance of building permits, the plans must be corrected to address the storm sewer issues at the south entrance. 9. Prior to issuance of building permits, the plans should be revised to identify all drive lane and fire lane locations. 10. Prior to issuance of building permits, the plans should be revised to provide details and paving sections on plans. 11. The applicant must provide details of handicapped signage. 12. Standard Conditions: a. Compliance with the City Engineer's Memorandum. b. Submission of the required Financial Guarantee and Site Performance agreement for completion of site improvements within twelve months of the date of this Resolution prior to issuance of building permits. c. Any subsequent phases or expansions are subject to required reviews and approvals per Ordinance provisions. d. The permit is subject to all applicable codes, regulations and ordinances, and violation thereof shall be grounds for revocation. Resolution 99-155 (99011) Page 3 e. This approval shall expire one year after the date of approval, unless the property owner or applicant has substantially started construction of the project, or unless the landowner or applicant has received prior approval from the City to extend the expiration date for up to one additional year, as regulated under Sections 21045.09 and 21015.07 of the Zoning Ordinance. f. Compliance with the Ordinance regarding the location of fire hydrants, lock boxes, post - indicator valves, fire department connections, fire lanes, and fire lane signage. g. Prior to issuance of building permits, submission and approval of fire flow calculations. h. An 8 1/2 x 11 inch "As Built" Fire Protection Plan shall be submitted prior to the release or reduction of any site improvement bonds per City Policy. ADOPTED by the City Council on April 6, 1999.
