HomeMy WebLinkAboutCity Council Resolution 1999-126CITY OF PLYMOUTH RESOLUTION 99-126 AUTHORIZING THE APPLICATION FOR AND ALLOCATION OF PROGRAM YEAR 1999 AND THE REALLOCATION OF A PORTION OF PROGRAM YEAR 1997 COMMUNTIY DEVELOPMENT BLOCK GRANT FUNDS WHEREAS, the City of Plymouth is eligible to apply to the U.S. Department of Housing and Urban Development (HUD) for 1999 funding for the Community Development Block Grant (CDBG) Program and; WHEREAS, on February 18, 1999, the Plymouth Housing and Redevelopment Authority held a duly constituted public hearing to allow interested parties to express their opinions regarding the allocation of funds for the 1999 CDBG Program Year and the reallocation of a portion of funds for the 1997 CDBG Program Year and; WHEREAS, the City Council has reviewed the recommendations of the Housing and Redevelopment Authority regarding the proposed activities and allocation of CDBG funds for Program Year 1999 and the reallocation of funds for Program Year 1997; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH, MINNESOTA, that it hereby directs the City Manager to submit to the U.S. Department of Housing and Urban Development the application and all required documents for participation in the 1999 Community Development Block Grant Program Year and approves the allocation for the following projects in the respective proposed amounts: 1 2. 3. 4. 5. 6. 7. 8. 9. 10 Housing Rehabilitation Loans a. Administration of Activity $8,000 b. Grants/loans to homeowners $52,000 First Time Homebuyer Assistance Program a. Administration of Activity $10,000 b. Housing Assistance $55,000 Affordable Housing Development Program Hammer Residences Greater Minneapolis Day Care Association (GMDCA) Community Action for Suburban Hennepin (CASH) Training & Resources to Attain Individual, Long-term Success (TRAILS) Family Hope Services Northwest Branch YMCA Administration Total $60,000 65,000 $40,000 40,000 18,000 12,500 7,000 6,000 2,500 60,000 $311,000 BE IT FURTHER RESOLVED, that CDBG program income is to be expended as an additional CDBG allocation for the program activity generating the income, unless otherwise reallocated by the City Council; and, BE IT FURTHER RESOLVED, that $40,458 in 1997 CDBG program activity funding for the First Time Homebuyer Program and $19,542 from the 1997 program balance remaining in the General Administration activity be reallocated to a new Affordable Housing Development program.
