RESOLUTION 99-98
APPROVING SITE PLAN AND CONDITIONAL USE PERMITS FOR THE CITY OF
PLYMOUTH FOR AN ACTIVITY CENTER AND FIELDHOUSE ON PROPERTY
LOCATED NORTH OF 34TH AVENUE BETWEEN PLYMOUTH BOULDEVARD
AND FERNBROOK LANE (98153)
WHEREAS, the City of Plymouth has requested approval of a site plan and conditional
use permits to allow construction of a 32,500 square foot activity center and a 78,000
square foot fieldhouse on property legally described as follows:
Southwest quarter of the southeast quarter and that part of the southeast quarter of the
southeast quarter described as beginning at point on the south line thereof then north 8
rods then east to west line of road then north to southeast corner of Outlot B, Cedar Ridge
then westerly and northwesterly along south line of said Outlot B to northwest corner of
southeast quarter of southeast quarter then south to southwest corner thereof then east to
beginning of Section 16, Township 118, Range 22; also,
That part of Outlot A, Park Place, according to the recorded plat thereof and situate in
Hennepin County, Minnesota lying westerly of the northeasterly extension of the
northwesterly line of Lot 3, Block 1 said Park Place.
WHEREAS, the Planning Commission has reviewed said request at a duly called Public
Hearing and recommends approval of the site plan and conditional use permits;
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF
THE CITY OF PLYMOUTH, MINNESOTA, that it should and hereby does approve the
site plan and conditional use permits for an activity center and fieldhouse on property
located north of 34th Avenue between Plymouth Boulevard and Fernbrook Lane, subject
to the following conditions:

A site plan and conditional use permit are approved to allow construction of a 32,500
square foot activity center and 78,000 square foot fieldhouse with a temporary air -
supported membrane on the subject site, in accordance with the plans received by the
City on December 30, 1998 and January 22,1999, except as amended by this
resolution.
2. A conditional use permit is approved to allow the field house to exceed the 45 -foot
height limit by 20 feet, with the finding that the request meets the general conditional
use permit standards and the specific setback and solar access standards in the P -I
zoning district.
The membrane covering the fieldhouse would be in place no more than six months
per 12 -month period.
4. All signage shall comply with the sign regulations of the Zoning Ordinance.
Wetland buffer monuments shall be located adjacent to all wetlands in accordance
with Section 21670.07 of the Plymouth Zoning Ordinance.
6. Prior to issuance of building permits, the City shall prepare a revised lighting plan
that indicates compliance with the maximum 0.5 -foot candle standard at the
centerline of 34th Avenue.
7. A fire lane variance is approved for the east side of the fieldhouse, based on
topographic and wooded conditions.
8. Standard Conditions:
A. Compliance with the City Engineer's Memorandum.
B. Compliance with Policy Resolution 79-80 regarding minimum floor elevations for
new structures on sites adjacent to, or containing any open storm water drainage
facility.
C. Any subsequent phases or expansions are subject to required reviews and
approvals per Ordinance provisions.
D. Compliance with the Ordinance regarding the location of fire hydrants, lock
boxes, post -indicator valves, fire department connections, fire lanes, and fire lane
signage.
E. Prior to issuance of building permits, submission and approval of fire flow
calculations.
F. An 8 1/2 x 11 inch "As Built" Fire Protection Plan shall be submitted prior to the
release or reduction of any site improvement bonds per City Policy.
G. Compliance with regulations regarding handicapped parking spaces and access.
H. This approval shall expire one year after the date of approval, unless the City has
started the project, or unless the City extend the expiration date for up to one

additional year, as regulated under Sections 21045.09 and 21015.07 of the Zoning
Ordinance.
