HomeMy WebLinkAboutCity Council Resolution 1999-072ACITY OF PLYMOUTH RESOLUTION NO. 99-72A APPROVING PRELIMINARY LAYOUT NORTHWEST BOULEVARD — COUNTY ROAD 10 TO NORTH CITY LIMITS CITY PROJECT NO. 9004 WHEREAS, Hennepin County has prepared and is presenting a preliminary layout (Layout No. 3A), County Project No. 8544 showing the proposed improvement of Northwest Boulevard (County Road 61) within the limits of the City; and WHEREAS, the City supports the construction of a cul-de-sac on Hemlock Lane north of 60th Place to prevent cut -through traffic on Hemlock Lane and return it to residential street status; and WHEREAS, there will be a heavy demand from both pedestrians and motorists to access and/or cross County Road 61 at 62"d Place; and WHEREAS, storm drainage problems/concerns have been identified within and adjacent to the platted right-of-way for County Road 61; and WHEREAS, adequate water quality treatment is of significant concern to the City of Plymouth with the addition of impervious surface; and WHEREAS, the City is desirous of the completion of County Road 61 improvements within the City of Plymouth and has the proposed project in the City's Capital Improvement Program for the year 2000. NOW, THEREFORE, IT IS RESOLVED: That said layout (Layout No. 3A) be in all things approved and that Hennepin County is hereby authorized by the City to proceed with final design and to acquire all rights-of-way, permits and/or easements required for said improvements in accordance with said layout including the construction of a cul-de-sac on Hemlock Lane north of 60th Place with the following additions or issues to be addressed: 1. The installation of a traffic signal at 62"d Place and County Road 61 with initial construction. 2. Storm drainage improvements as necessary to address existing storm drainage problems. 3. Adequate water quality treatment for the added impervious surface. 4. The inclusion of a landscaping element as part of the overall improvement in the City of Plymouth. FURTHER, that the City will not be using Tax Increment Financing (TIF) for any portion of its share of the project cost.
