RESOLUTION 98-692B
DENYING VARIANCE TO INCREASE IMPERVIOUS SURFACE AREA FROM 25
PERCENT TO 35 PERCENT FOR DENNIS BEGIN FOR PROPERTY LOCATED AT
2675 MEDICINE RIDGE ROAD (98135).
WHEREAS, Dennis Begin has requested approval of a variance to allow up to 35 percent
impervious surface area coverage where 25 percent is the maximum coverage permitted in
the Shoreland Management Overlay District. The variance is requested in order to
constrict a single family home on property legally described as follows:
Lots 2 and Lot 3, Block 5, Medicine Lake Park Third Division, Hennepin County,
Minnesota.
WHEREAS, the Planning Commission has reviewed said request at a duly called public
meeting;
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF
THE CITY OF PLYMOUTH, MINNESOTA, that it should and hereby does deny the
request by Dennis Begin for a variance, based on the finding that the variance standards
have not been met. Specifically:
1. There is no hardship caused by the physical surroundings, shape or topographical
conditions of the parcel. There is no physical or topographical constraint that would
make the additional impervious surface coverage necessary.
2. There are no conditions that are unique to this property. All properties within the
Shoreland Management Overlay District must comply with maximum impervious
surface coverage standards.
3. The variance is requested in order to increase the value of the lot. A smaller home
could be built on the lot without an impervious surface area variance, but the applicant
has stated that he wants to build his dream home.

4. The hardship is created by the applicant's desire for a five bedroom, three bathroom
dream home with an attached three -car garage.
5. The requested variance is not the minimum action necessary to eliminate the hardship.
The applicant could constrict a smaller home, which would result in less impervious
surface coverage.
