Planning Commission Meeting
August 5, 2015

MOTION by Commissioner Oakley, seconded by Commissioner Goldetsky, to approve the
August 5, 2015 Planning Commission Agenda. Vote. 6 Ayes. MOTION approved.
5. CONSENT AGENDA
A. APPROVAL OF THE JULY 15, 2015 PLANNING COMMISSION MEETING
MINUTES
B. DLR GROUP. (2013046)
Approve a site plan amendment and variance for parking and security improvements at the
Hennepin County Adult Correctional Facility located at 1145 Shenandoah Lane.
MOTION by Commissioner Goldetsky, seconded by Commissioner Kovach, to approve the
consent agenda. Vote. 6 Ayes. MOTION approved.
6. PUBLIC HEARINGS
A. GWS LAND DEVELOPMENT, LLC. (2015052)
Chair Davis introduced the request by GWS Land Development, LLC for a reguiding, rezoning,
PUD general plan and preliminary plat for “Brockton PUD” on property located south of Hamel
Road and east of Brockton Lane.
Senior Planner Drill gave an overview of the staff report.

Commissioner Oakley referenced the properties to the east and south and questioned if those properties were reguided through a request to the commission.
Senior Planner Drill explained that those properties were already guided for their current
designation and identified the subject area, which was guided LA-4.
Commissioner Goldetsky stated that one of the conditions is that the Metropolitan Council has to review the request and asked for additional information on the process for that and whether
that approval would be likely.
Senior Planner Drill replied that anytime there is a comprehensive plan amendment, it needs to be reviewed by the Metropolitan Council. He stated that they do not necessarily approve or deny the item but instead review and comment. He described the process, stating that a notification
would be sent to the Metropolitan Council and they would have up to 60 days to review and
comment on the reguiding request. He stated that when there is a reguiding request, approval is made contingent upon review of the Metropolitan Council.
Senior Planner Thomson added that the only time the Metropolitan Council can require a city to
change a proposed comprehensive plan amendment is when it has a substantial impact on or
departure from a metropolitan system, namely transportation, wastewater and regional parks.
Commissioner Saba asked for additional information on Hamel Road and whether any improvements would be necessary.
Senior Planner Drill replied that at this time there are no proposed improvements to Hamel Road. He referenced existing driveways that front on Hamel Road and stated that because of those driveways, it would not be feasible to create bypass or tum lanes. He noted that when the city reconstructs the road in the future, upgrades could be made. He stated that the developer would
be responsible for the necessary improvements to Brockton Lane.
Chair Davis introduced Dave Gonyea, representing the applicant, who thanked staff for their cooperation and thorough presentation. He stated that he was available for questions.
Commissioner Saba questioned if all the homes would have basements.
Mr. Gonyea stated that there are options for homebuyers to choose. He explained that two thirds of the lots would have look-outs or walk-outs, whereas the homebuyer could decide whether or not they would want a basement on the remaining one third of the lots.
Commissioner Saba questioned the price point for the development.
Mr. Gonyea responded that the prices could start in the $400,000s and range up toward the $600,000s.

Chair Davis opened the public hearing and closed the public hearing, as there was no one present to speak on the item.
Commissioner Oakley stated that this seems to be a good fit for this site.
MOTION by Commissioner Oakley, seconded by Commissioner Kovach, to recommend approval of the re guiding, rezoning, PUD general plan and preliminary plat for "Brockton PUD" on property located south of Hamel Road and east of Brockton Lane. Vote. 6 Ayes. MOTIONapproved.
