RESOLUTION NO. 98-568
APPROVING THE IMPLEMENTATION OF
EXTENDED SERVICE HOURS FOR
PLYMOUTH METROLINK ROUTES 91, 92, AND 93
EFFECTIVE DECEMBER 19, 1998
WHEREAS, the City of Plymouth operates a replacement transit service known as Plymouth
Metrolink under Minnesota Statutes Section 473.388; and
WHEREAS, the City of Plymouth has operated this transit system continually since 1984; and
WHEREAS, periodically based on customer requests and available funding, route schedules are
revised to reflect the current need; and
WHEREAS, during February and March 1998, Plymouth Metrolink participated in Transit Fairs
at both of the Prudential facilities in Plymouth, conducted a passenger survey on all Metrolink
services, and held the Second Annual Commute West Job Fair; and
WHEREAS, based on information obtained at the Transit Fairs and from the passenger survey
on all Metrolink services it was determined that there was a need indicated by many customers
for later service daily to accommodate varying work schedules; and
WHEREAS, G.C. Bentley Associates, Inc., a consultant utilized periodically by Plymouth
Metrolink, prepared a Feasibility Study addressing service hour extensions for Routes 91, 92,
and 93 during July 1998; and
WHEREAS, the study indicates that it is feasible to provide three additional PM trips daily for
each of the routes; and
WHEREAS, it has been determined by the Metropolitan Council Director of Transportation and
Transit Development that the service proposed in the Feasibility Study will only partially
unfeather Plymouth for transit property tax purposes; and
WHEREAS, it is economically feasible to provide the desired services within the existing
Metrolink Transit Budget.
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY
OF PLYMOUTH, MINNESOTA: That staff is hereby directed to implement the extended
service hours for Routes 91, 92, and 93 effective December 19, 1998, in accordance with the
recommendations of staff and the Feasibility Study dated July 1998.

THEREFORE BE IT FURTHER RESOLVED BY THE CITY COUNCIL: That staff is hereby
directed to evaluate the ridership on Route 91, 92, and 93 as of July 1, 1999, and report their
findings to the City Council in a timely manner so that service hours could be cut back prior to
August 1, 1999, in the event that ridership and subsidy levels do not justify continuing the
increased service hours to ultimately avoid an unnecessary increase in the Transit Property Tax
Rate for taxes payable in the year 2000.
