HomeMy WebLinkAboutCity Council Resolution 1998-561CITY OF PLYMOUTH RESOLUTION 98-561 APPROVING SITE PLAN AMENDMENT FOR PLYMOUTH COVENANT CHURCH LOCATED AT 4300 VICKSBURG LANE (98139) WHEREAS, Plymouth Covenant Church has requested approval of a site plan amendment to allow a parking lot expansion and an additional access at 4300 Vicksburg Lane, legally described on "Attachment One," attached hereto and hereby made a part hereof, and WHEREAS, the Planning Commission has reviewed said request at a duly called public meeting and recommends approval. NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH, MINNESOTA, that it should and hereby does approve the request by Plymouth Covenant Church for a site plan amendment to allow a parking lot expansion and an additional access at 4300 Vicksburg Lane North, subject to the following conditions: 1. This site plan amendment allows a parking lot expansion and additional access, in accordance with the plans received by the City on July 27, 1998, except as amended by this resolution. 2. Prior to the issuance of the grading permit, the applicant shall revise the plans to show an additional four handicap parking spaces, including one space that is van accessible. 3. Prior to issuance of the grading permit, the applicant shall revise the plans to omit the 90 degree dead space in the northeast corner of the north parking lot expansion. 4. Prior to issuance of the grading permit, the applicant shall revise the plans to provide a turn around area at the north end of the east parking lot expansion. Resolution 98-561 (98139) Page 2 5. Prior to issuance of the grading permit, the applicant shall revise the plans to indicate 26 -foot wide drive aisles. 6. Prior to issuance of the grading permit, the applicant shall revise the plans to indicate a bench at the top of the new Vicksburg Lane access for adequate safety. 7. The site plan shall comply with the City of Plymouth's current Engineering Standards Manual. 8. This approval shall expire one year after the date of approval, unless the landowner or applicant has started the project, or unless the landowner or applicant has received prior approval from the City to extend the expiration date for up to one additional year, as regulated under Section 21045.09 of the Zoning Ordinance. 9. Standard Conditions: a. Compliance with the Engineer's Memorandum. b. Submission of required financial guarantee and Site Improvement Performance Agreement for completion of site improvements within twelve months of the date of this resolution. C. Compliance with the Ordinance regarding the location of the fire department connection, fire hydrants, fire lanes, and fire lane signage. d. No variances are granted or implied. e. The permit is subject to all applicable codes, regulations and ordinances, and violation thereof shall be grounds for revocation. f. Any subsequent phases or expansions are subject to required reviews and approvals per Ordinance provisions. ADOPTED by the City Council on September 16, 1998. WITNESS my hand officially as such City Clerk and the Corporate seal of the City this day of City Clerk Resolution 98-561 (98139) Page 4 ATTACHMENT ONE (Legal Description of Property) That part of Government Lot 1, in Section 16, Township 118, Range 22, which lies south of the north 662 feet thereof including accretions thereto and subject to a road right-of- way over the westerly 33 feet thereof measured at right angles with the north line of said Government Lot 1, Hennepin County, Minnesota. Also Beginning at the Northwest corner of Government Lot 2, Section 16, Township 118, Range 22; thence South along the West line of said Lot 2, 246.8 feet to the center line of the Rockford Road, so called; thence along the center line of said Rockford Road North 88 degrees and 41 minutes East 382 feet to the center of a ditch; thence in a North Easterly direction along the center line of said ditch to its intersection with the North line of said Government Lot 2; thence West along said North line 592.5 feet to a point of beginning, containing 2.5 acres, and including accretions.
