RESOLUTION 98-509
APPROVING FINDINGS OF FACT FOR AMENDING SECTION 21450 (O -R,
OFFICE/RESIDENTIAL) OF THE PLYMOUTH CITY CODE (98122)
WHEREAS, the City of Plymouth finds it necessary to amend the Zoning Ordinance to permit
therapeutic massage in the O -R zoning districts; and
WHEREAS, the Planning Commission has reviewed the text amendment relating to the regulation
of therapeutic massage at a duly called Public Hearing and recommends approval; and
WHEREAS, the City Council has adopted Ordinance No. 98-27 amending the Zoning Ordinance
text relating to therapeutic massage.
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY
OF PLYMOUTH, MINNESOTA, that revisions to Section 21450 of the City Code are necessary
based on the following findings:
1. The amendments are consistent with the Comprehensive Plan and other City policies and
plans.
2. The amendments meet the purpose and intent of the Ordinance. Therapeutic massage is
consistent with other uses allowed in the O -R (Office/Residential) district.
The ordinance standards will ensure that therapeutic massage facilities in the O -R zoning
district are operated in a manner that that does not adversely impact the public health, safety
or aesthetics of the community.
