HomeMy WebLinkAboutCity Council Resolution 1998-328CITY OF PLYMOUTH RESOLUTION 98 - 328 PROVIDING INFORMAL COMMENTS ON THE PROPOSED SKETCH PLAN FOR AN EXTENDED STAY HOTEL, APPROVING THE USE OF ALTERNATIVE WETLAND BUFFERS, AND AUTHORIZING STAFF TO SET A PUBLIC HEARING TO CONSIDER VACATION OF A ROADWAY EASEMENT FOR HOMESTEAD VILLAGE FOR PROPERTY LOCATED SOUTH OF HIGHWAY 55, WEST OF HIGHWAY 169, AND EAST OF NATHAN LANE (98059) WHEREAS, Homestead Village has requested a sketch plan review for a 119 -unit extended stay hotel, the use of alternative wetland buffers, and a vacation of a roadway easement; and WHEREAS, any opinions or comments provided in this resolution or by the Planning Commission and City Council shall be considered advisory only and shall not constitute a binding decision on the proposed development; and WHEREAS, the applicant has requested the use of alternative wetland buffers and setbacks as provided for in the Zoning Ordinance; and WHEREAS, Section 21670 of the Zoning Ordinance requires the City Council to evaluate the appropriateness of using alternative wetland standards as part of its review of a sketch plan; and WHEREAS, the Planning Commission has reviewed said request at a duly called Public Meeting. NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH, MINNESOTA, that it hereby provides the following comments or suggestions on the submitted sketch plan application: Resolution 98-328 (98059) Page 2 1. The applicant shall make a good faith effort to examine ways to lessen the wetland impacts and provide wetland buffers and setbacks during the design of the project. 2. This approval shall not preclude the imposition of changes in the project or wetland mitigation plan that may be identified during the review process. 3. The use of alternative buffers is approved and shall not exceed 110 feet of the wetland edge, and standard buffers shall be provided along approximately 75 feet of the wetland. In addition, the applicant shall examine way to lessen the wetland impacts associated with the N [_]RP ponds. 4. Extraordinary management measures shall consist of 1) extra erosion control measures during constriction and until the site is re -vegetated, 2) no manicured lawn areas between the parking lot and the wetland, 3) wetland vegetation and natural plantings in the buffer and setback area, 4) the use of phosphorus free fertilizer, and 5) directing all run-off from buildings, parking lots, and other impervious surface into the storm water pond. 5. No fill shall be placed in the wetland for the creation of buffers. 6. The building and parking lot design shall meet minimum handicap accessibility requirements. 7. All of the junk vehicles, materials, and equipment shall be removed from the site and disposed of properly. 8. The proposed development shall comply with the conditions contained in the Engineer's Memo dated April 29, 1998. 9. A formal development application consisting of a preliminary plat, variance, conditional use permit, and wetland mitigation plan is required for the proposed project. 10. The parking lot should be screened from view of the adjacent residential buildings. 11. This resolution authorizes staff to set a public hearing for consideration of the request to vacate the roadway easement. The public hearing shall be held at the time a formal development application is considered by the City Council. 12. The applicant shall submit a description of the requested easement vacation for the Highway 55 frontage road easement. Resolution 98-328 (98059) Page 3 Adopted by the City Council on May 20, 1998.
