WHEREAS, on March 4, 1998 epte 4)e- - oo� the City Council of the City of Plymouth,
Minnesota (the "CITY") adopted Resolution No. 98-15697 Authorizing A Restructuring Of
The Proposed Financing For Tax Increment Financing District No. 7-5, the Village At Bassett
Creels Developments;,*^�r,�a,;� T �. T� ,- �;� �,,,� r�:�,�.-; rT 3; and
WHEREAS, development of sinee appfoval of this mist,,,, the p , ed developmei-A has been
divided into two pfoposed phases that will fequire a festfuettifing Of the afte;__
Distr ethe westerly ortion of the District (`Phase 2") requires additional financial assistance to
cleanup contaminated construction debris deposited on the site, and
WHEREAS, the Minnesota Department of Trade and Economic Development (`DTED")
provides funding to assist in the investigation and cleanup of contaminated sites such as Phase 2a

NOW THEREFORE BE IT RESOLVED by the City Council of the Citv of Plymouth, Minnesota
that the Plymouth HRA act as the legal sponsor for the project contained in the Contamination
Investigation and RAP Development Grant Program submitted on May 1, 1998 and that Anne
Hurlburt, HRA Executive Director, is herebv authorized to apple to the Department of Trade and
Economic Development for funding of this project on behalf of the PIN -mouth HRA.

RESOLVED that the Plymouth HRA has the legal authority to apply for financial assistance, and
the institutional, managerial, and financial capability to ensure adequate project administration.
BE IT FURTHER RESOLVED that the sources and amounts of the local match identified in the
application are committed to the project identified.
BE IT FURTHER RESOLVED that the Plymouth HRA has not violated any Federal, State or
local lays pertaining to fraud, bribery, gaff, kickbacks, collusion, conflict of interest or other
unlawful or corrupt practice.
BE IT FURTHER RESOLVED that upon approval of its appheation by the state, the PIN -mouth
HRA may enter into an agreement with the State of Minnesota for the above referenced project,
and that the PIN -mouth HRA certifies that it wdl comply with all applicable lays as stated in all
contract agreements.
NOW THEREFORE BE IT RESOLVED that Anne Hurlburt, HRA Executive Director is hereby_
authorized to execute such agreements as are necessary to implement the project on behalf of the
applicant.
