RESOLUTION NO. 98 - 287
AWARD CONTRACT
1998 STREET RECONSTRUCTION PROJECT - PHASE I
CITY PROJECT NO. 8001
WHEREAS, pursuant to an advertisement for bids for the 1998 Street Reconstruction Project -
Phase I, bids were received, opened and tabulated according to law; and
WHEREAS, alternate bids were solicited for the storm sewer portion of the project, and the bids
were to be considered based on the combination of a Base Bid plus each Alternate; and
WHEREAS, the following bids were received:

WHEREAS, all bids received except C.S. McCrossan Constriction, S. R. Weidema and Max
Steininger, Inc. had discrepancies in the multiplication of unit work and unit prices; and
WHEREAS, the specifications state that these discrepancies will be resolved in favor of unit
prices and the multiplication and addition have been corrected to resolve the discrepancies in
determining the total bid; and
WHEREAS, Doboszenski and Sons, Inc. also had discrepancies in the stated unit prices by not
placing a decimal point to differentiate between dollars and cents; and
WHEREAS, the City Attorney has opined that these are discrepancies that cannot be verified by
both the unit price and total estimated cost and therefore cannot be corrected; and
WHEREAS, it has determined that accepting the Base Bid plus Alternate "B" is in the best
interests of the City; and

WHEREAS, Northwest Asphalt, Inc. of Shakopee, MN is the lowest responsible bidder.
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY
OF PLYMOUTH, MINNESOTA THAT the appropriate City Officials are hereby authorized and
directed to enter into the contract with Northwest Asphalt, Inc. of Shakopee, MN in the name of
the City of Plymouth for the 1998 Street Reconstruction Project - Phase I according to the plans
and specifications therefore approved by the City Council and on file in the office of the City
Engineer in the amount of $808,603.94 for the Alternate `B" bid.
FURTHER, that the award is conditioned on the City Council holding an Assessment Public
Hearing on May 20, 1998, and a determination that constriction will proceed on the project.
Adopted by the City Council on May 6, 1998.
