HomeMy WebLinkAboutCity Council Resolution 1998-238CITY OF PLYMOUTH RESOLUTION NO. 98 - 238 APPROVING THE DISCONTINUATION OF THE PLYMOUTH RIDER FIXED ROUTE CIRCULATOR BUS SERVICE OPERATED BY PLYMOUTH METROLINK WHEREAS, at a regularly scheduled Council meeting on June 26, 1996, by the adoption of Resolution No. 96-361 the City Council directed staff to plan to implement a community transit fixed route circulator to begin operation between the dates of August 1, 1996, and October 1, 1996; and WHEREAS, pursuant to Resolution 96-361, the community transit fixed route circulator, identified as the Plymouth Rider, was implemented in October of 1996, as an 18 month demonstration program to determine the viability of a fixed route circulator transit service during off-peak hours (9:00 a.m. until 3:30 p.m.) in Plymouth; and WHEREAS, considerable marketing efforts have been expended and the service has been restructured on two different occasions however ridership continues to be very low resulting in excessive per passenger subsidy; and WHEREAS, the 18 month demonstration period expired in March 1998, and the Metropolitan Council has requested the Plymouth Rider be discontinued; and WHEREAS, Plymouth Metrolink staff and the Plymouth City Council Transit Subcommittee agree with the Metropolitan Council; and WHEREAS, passengers presently utilizing the Plymouth Rider circulator service will be able to reach their required destination by utilizing existing Metrolink Dial -A -Ride service and/or the Plymouth Flyer which has been recently implemented specifically to serve seniors and persons with disabilities; and WHEREAS, the Metropolitan Council has stated it will honor its commitment to continue to provide ADA eligible Plymouth residents with Metro Mobility services after April 30, 1998 through December 31, 1998 at the Metropolitan Council's expense; and WHEREAS, it is in the best interest of the City of Plymouth, Plymouth Metrolink, and the Metropolitan Council to discontinue the fixed route circulator known as the Plymouth Rider. NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH, MINNESOTA: That staff is hereby directed to discontinue the Plymouth Rider circulator bus service as of May 1, 1998.
