HomeMy WebLinkAboutCity Council Resolution 1998-221CITY OF PLYMOUTH RESOLUTION 98 - 221 PROVIDING INFORMAL COMMENTS ON THE PROPOSED CORNERSTONE COMMONS RESIDENTIAL DEVELOPMENT SUBMITTED BY ELIM CARE AND ROTTLAND HOMES AND DENYING THE USE OF ALTERNATIVE WETLAND BUFFERS AND SETBACKS FOR PROPERTY LOCATED NORTH OF MEDINA ROAD AND EAST OF CO. RD. 101 (98032) WHEREAS, Elim Care Inc. and Rottlund Homes have requested a sketch plan review for a 376 -unit residential development consisting of 176 senior townhome units, 56 non -age restricted townhome units, 94 multi -family senior cooperative units and 50 multi -family assisted living units: WHEREAS, any opinions or comments provided in this resolution or by the City Council shall be considered advisory only and shall not constitute a binding decision on the proposed development; and WHEREAS, the applicant has requested the use of alternative wetland buffers and setbacks as provided for in the Zoning Ordinance; and WHEREAS, Section 21670 of the Zoning Ordinance requires the City Council to evaluate the appropriateness of using alternative wetland standards as part of its review of a sketch plan; and WHEREAS, the Planning Commission has reviewed said request at a duly called Public Meeting. NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH, MINNESOTA, that it hereby provides the following comments or suggestions on the submitted sketch plan application: 1. The use of alternative buffers shall be prohibited on the site. Findings: The applicant has not demonstrated that alternative wetland buffers are necessary to enjoy a reasonable use of the property. Further, the standard wetland buffers and setbacks could be achieved through proper site design. Resolution 98-221 (98032) Page 2 of 3 2. The developer shall be responsible for the roadway improvements identified in the traffic study to improve safety and traffic flow at the three intersections that serve as entrance points to the project site. 3. The proposed development shall comply with the conditions contained in the Engineer's Memo dated March 11, 1998. 4. The applicant shall work with staff in examining feasible alternatives to separate car and trick traffic on the proposed street aligning with Lawndale Lane. 5. A visual screen or buffer should be provided between the townhome units and the adjacent utility and industrial uses. 6. The project should include open space and other outdoor amenities for use by seniors. 7. The project should be consistent with the City's Housing Plan. This plan contains policies that address the need for affordable housing, diversity of types of housing, handicap accessible housing, efficient and compact development, and well-maintained housing and neighborhoods. 8. The proposed development shall comply with applicable shoreland and floodplain overlay district requirements. 9. The development shall contain sidewalks along the public streets and a public trail along Co. Rd. 101. Walking trails should be provided throughout the development to provide pedestrian access to the common open space areas. 10. No setback or other variances are granted or implied based on the review of this sketch plan. 11. A formal development application consisting of a reguiding, rezoning, PUD general plan, wetland mitigation plan, and a preliminary and final plat is required for the proposed project.
