RESOLUTION APPROVING A SITE PLAN AMENDMENT AND CONDITIONAL USE PERMIT
AMENDMENT FOR PLYMOUTH CREEK CHRISTIAN CHURCH
FOR PROPERTY LOCATED AT 16000 41 ST AVENUE NORTH (2015 04 1
WHEREAS, Firm Ground Architects and Engineers, Inc. has requested approval of a site plan
amendment and conditional use permit amendment to allow construction of two building additions and
related site work relating to the current daycare located at the Plymouth Creek Christian Church for
property located at 16000 41" Avenue North and legally described as follows:
Lot 5, Block 1, Willow Meadows 2nd Addition, Hennepin County, Minnesota
WHEREAS, the Planning Commission has reviewed said request at a duly called public hearing and
recommends approval.
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH,
MINNESOTA, that it should and hereby does approve the request by Firm Ground Architects and
Engineers, Inc. for a site plan amendment and conditional use permit amendment for building additions
and site improvements at the Plymouth Creek Christian Church, subject to the following conditions:
1. A site plan amendment is approved to allow construction of a roughly 3,456 square foot addition on
the west side of the existing building and roughly 1,075 square foot addition on the west side of the
existing building and related site improvements, in accordance with the plans received by the city on
May 4, 2015 and additional information on May 20, 2015 and June 26, 2015, except as amended by
this resolution.
2. A conditional use permit amendment is approved to allow expansion of the existing day care facility
with the finding that the proposal complies with all applicable conditional use permit standards.
3. A separate building permit is required prior to commencement of the project.
4. Prior to issuance of the building permit, the applicant shall fulfill the requirements, submit the
required information, and revise the plans as indicated below, consistent with the applicable city
code, zoning ordinance, and engineering guidelines:
a. Receive city approval of final construction plans.
b. Submit an approved storm water management report to satisfy the City of Plymouth water quality
standards including drainage calculations, rate and volume control calculations and total
suspended solids and phosphorus calculations/reductions if the total amount of disturbed area from
the project exceeds one-half acre.
c. Submit a revised grading plan showing the required BMWs.
d. Obtain the required erosion control permit from the Bassett Creek watershed district.

e. Submit a financial guarantee for the required landscaping to guarantee survival of the trees for
one full year from the time planting has been completed.
f. Receive approval of the submitted fire protection plan showing locations of all fire lanes and fire
lane signage, associated turn-arounds and dead ends (including turning radius calculations),
hydrants, water main, post indicator valves, and fire department connections as reviewed by the
fire inspector.
g. Receive approval of the fire flow calculations as reviewed by the fire inspector.
h. Provide the fixture details for the proposed lighting upgrades including the correlated color
temperature (CCT), color rendering index (CRI) and backlight, uptight, glare (BUG) information
consistent with section 21105.06 of the zoning ordinance and the LZ -1 light zone standards.
5. Silt fence/bioroll shall be installed prior to any construction on the site.
6. Fire lane signage shall be installed in locations to be field identified by the fire inspector.
7. Standard Conditions:
a. No variances are granted or implied.
b. Any rooftop equipment shall be painted or screened to match the building.
c. Compliance with the city's lighting regulations.
d. Any signage shall complywith section 21155 of the zoning ordinance and shall receive sign permits
if required.
e. Any subsequent phases or expansions are subject to required reviews and approvals per
ordinance provisions.
f. The site plan amendment and conditional use permit amendment shall expire one year after the
date of approval, unless the property owner or applicant has started the project, or unless the
applicant, with the consent of the property owner, has received prior approval from the city to
extend the expiration date for up to one additional year, as regulated under sections 21045.09
and 21015.07, respectively, of the zoning ordinance.
