Special Council Meeting
June 23, 2015
Mayor Slavik called a Special Meeting of the Plymouth City Council to order at 5:30 p.m. in the
Medicine Lake Room of City Hall, 3400 Plymouth Boulevard, on June 23, 2015.
COUNCIL PRESENT: Mayor Slavik, Councilmembers Beard, Carroll, Prom, Willis, Johnson,
and Wosje.
ABSENT: None.
STAFF PRESENT: City Manager Callister, Administrative Services Director Fischer,
Community Development Director Juetten, Park and Recreation Director Evans, Public Works
Director Cote, Office Support Representative Gottschalk, and City Clerk Engdahl.
Four Seasons Mall Site
Community Development Director Juetten discussed the 2011 redevelopment study that was
completed for the Four Seasons Mall site. Components of this study included a market analysis,
guiding principles, illustrative site designs, traffic analysis, and a brief storm water management
review. This study was intended to provide guidance to prospective developers of the site, not
definitive development options.
He noted the current owner of the site, Walmart, is marketing the property for sale. Therefore,
developers have approached staff recently concerning this site. He received comments and
direction from the Council when having discussions with interested developers regarding market
analysis, guiding principles, traffic, uses, park and ride lot, phasing of a development, and
financial assistance. In summary, the Council desires a high quality/prominent development
whether it's commercial, mixed use with housing/retail, senior housing, which wouldn't be
phased in, and the current property owner taking part of the hit to demolish the property. The
Council acknowledged that the market will dictate what occurs at this site.
Set Future Study Sessions
No future study sessions were scheduled.
Laserfiche Training
City Clerk Engdahl and Office Support Representative Gottschalk provided brief training on
Laserfiche, the electronic records management program, that was implemented in January 2013.
