Plymouth to Host Human Rights Day Celebration on Dec. 7
The Plymouth Human Rights Day program will have something for everyone. Whether you're
interested in learning more about the challenges facing the Somali community in Plymouth, the effect
and prevention of bullying in local schools or issues affecting seniors, you'll want to attend Plymouth
Human Rights Day on Thurs., Dec. 7, 7 — 9 p.m., at the Plymouth Creek Center, 14800 34th Ave. N.
The Plymouth Human Rights Commission is hosting the free program to mark International
Human Rights Day. The event will include speakers as well as a chance to be entertained by a youth
dance group from RGK Dance. The young dancers will perform Asian Indian dance.
The program will be set up in a "speed dating" format so that attendees can easily move among
three ongoing 30 -minute presentations. One presentation will feature representatives from the Somali
community who will address cultural issues and challenges Somalis face as they settle in the area. In a
second presentation, a representative from a local school district will discuss the issue of bullying and
its impact. In the third presentation, a speaker from AARP will focus on employment, housing and
medical issues facing seniors.
No registration is required. The public is encouraged to attend this free event. If you have

The Plymouth Human Rights Commission is a citizen advisory group appointed by the
Plymouth City Council. The commission meets on the first Thursday of each month at 7 p.m. at
Plymouth City Hall, 3400 Plymouth Blvd., Meetings are open to the public.

SUBJECT: Hennepin County Adult Correctional Facility (HCACF) Population
Report
Hennepin County Community Corrections staff has submitted their monthly report on
average daily population for the month of October, 2006.
The average daily population reported for the Plymouth facility was 618, which exceeds
the occupancy limit of 601 set by the Conditional Use Permit. Last month, the figure was
612, whiph also exceeded the limit.
As I noted in the last report, we are monitoring the occupancy levels until the end of the
year. At that time, if the numbers are still exceeding the 601 limit, I will again contact
Hennepin County about what measures they will take to either bring the numbers within
the limit or increase the limit with an amendment to their CUP.
The chart below shows the average monthly population since we began receiving reports
in June of 1998.

SUBJECT: Truth -in -Taxation Hearing Notice
Attached is a copy of the City's Truth -in Taxation (TNT) hearing notice. It will be
published in the variety section of the Star Tribune on November 29`". This is the same
procedure'that was followed last year.
The publication of the TNT notice is strictly controlled by state statute. Cities must
follow the template for wording and layout developed by the Department of Revenue
without deviation. The numbers to be included are also controlled by regulations of the
Department of Revenue and the Office of the State Auditor. Consequently, some of the
numbers in the TNT notice will look unfamiliar to a person trying to compare figures
with the City's budget materials. The following paragraphs will hopefully clarify what is
included, and outline the differences with other budget materials.
Spending
The spending portion of the TNT notice compares the City's 2006 total actual budget
with the proposed 2007 budget. In accordance with regulations of the State Auditor, this
includes budgets only for the General Fund and other special revenue funds (Recreation,
Transit and CDBG) that are formally adopted by City. In reality the City budgets a total
of 17 funds of which 15 are formally adopted by the City Council. The other two funds
are formally adopted by the HRA. The result of the regulation is that the proposed
budget listed in the TNT notice is $31,966,240 versus the $62,513,962 listed in the
budget message.
Taxes
The taxes portion of the TNT notice compares property taxes levied by the City in 2006
with the proposed 2007 property tax levy. According to the regulations of the
Department of Revenue, these levy figures do not include the property tax levy for the

CDBG or HRA General Fund. As a consequence, the percent change from 2006 to 2007
is 9.30% versus the 8.94% change if all levies are included.
Local Tax Rate Comparison
The local tax rate comparison compares the City's current local tax rate, the City's tax
rate for 2007 if no tax levy increase were adopted, and the City's proposed tax rate for
2007. In accordance with state statute, and Department of Revenue regulations, these
figures are calculated for the City by Hennepin County. They are a consolidated rate
which combines tax capacity value rates with market value rates and cannot be tied out to
anything meaningful. In addition, these figures once again ignore the tax rates for the
CDBG and HRA General Funds.
In summary, the attached TNT notice has been completed in a manner that strictly
complies with state statute and regulations. However, the information contained herein
does not tie -out to City budget materials which will be presented at the TNT hearing on
December 4th, and at the formal budget adoption on December 12th. I thought it would
be appropriate to point out these differences before questions from the public or City
Council arise.

SUBJECT: PLYMOUTH METROLINK STATION 73 PROMOTION
Plymouth Metrolink Station 73 opened for business on October 6, 2006. In an effort to promote
the facility and increase ridership, an advertising effort will begin the last week of November 27,
2006. Staff is proceeding with local ads in community papers within the City of Plymouth and to
the west to include the Highway 55 corridor.
In addition, Plymouth Metrolink will participate as a partner in the advertising at the Plymouth
Mann movie theater. The City is currently contracting for a full year of advertisement at the
theater. This is a 30 second segment before each movie. Transit will be featured in January and
February of 2007. The remainder of the year includes segments for Solid Waste and Water
Resources.
Lastly, staff has contracted with Channel 12 for a 30 second seginent for 13 weeks beginning
January 5, 2007. The focus in all three media efforts is to highlight the indoor covered parking
during winter conditions. The current 2006 Annual Regional Park -and -Ride System Survey
Report recently completed by Metro Transit indicates facilities are filling quickly as congestion
remains the number one regional issue. This effort is to inform our riders and future riders our
facility is open and has available parking. The transit advertising budget for 2006 will cover this
initiative.

project. Your letter references a discussion regarding the provisions of noise barriers throughout
the Interstate 494 (1-494) corridor. I would like to provide you with the methodology that we
used to analyze the noise impacts and the proposed mitigation throughout the corridor and
discuss the results of that analysis.
The analysis that was used for analyzing the noise impacts in the corridor was to take noise
readings at receptor sites along the corridor, develop a model, using those readings to validate
the model, to represent the no -build alternative, and develop a model to reflect the build
alternative and identify the impacts associated with the proposed project. Based upon the results
of the models, we apply criteria approved by the Metropolitan Pollution Control Agency and the
Federal Highways Administration. This criteria states that mitigation will be provided if it can
be shown to have a minimum reduction of 5 Dba and that the cost per household affected per
decibel reduction is less than or equal to $3250.00.
This analysis was performed on the above referenced project. There were 17 locations analyzed
throughout the City of Plymouth. Of the 17 locations, 11 met the minimum 5 dba reduction and
6 received no reduction as the result of mitigation. However, none of the sites received met the
$3250/household/decibel reduction. We did look at the provisions of mitigation on a project
level basis. This allows us to analyze proposed mitigation based upon a project level cost
effectiveness. However, this analysis did not change the results of the analysis and none of 17
became cost effective.

We would propose that Mn/DOT would be willing to participate in the cost of the wall up to the
point where the wall is cost effective. We would then require the city to participate for the
difference in the costs of each wall. We have attached a six page exhibit to identify each
location studied and a table that shows the average reduction in noise, the estimated cost of the
noise barrier, the estimated cost Mn/DOT would participate in for each wall, and the estimated
cost associated for local participation.

barriers on I-494 from TH 55 south to I-394, and from Bass Lake Road north to the Fish
Lake Interchange.
