HomeMy WebLinkAboutCity Council Minutes 05-26-2015 SpecialAdopted Minutes Special Council Meeting May 26, 2015 Mayor Slavik called a Special Meeting of the Plymouth City Council to order at 5:30 p.m. in the Medicine Lake Room of City Hall, 3400 Plymouth Boulevard, on May 26, 2015. COUNCIL PRESENT: Mayor Slavik, Councilmembers Beard, Carroll, Prom, Willis, and Wosje. ABSENT: Councilmember Johnson. STAFF PRESENT: City Manager Callister, Administrative Services Director Fischer, Community Development Director Juetten, Park and Recreation Director Evans, Planning Manager Thomson, City Engineer Renneberg, and City Clerk Engdahl. Comprehensive Plan Process Update Community Development Director Juetten and Planning Manager Thomson provided an update on the Comprehensive Plan process. They stated as in previous years, the City will be utilizing consultants for their expertise and the budget contains $20,000 per year for their costs. Main points of Council discussion were: According to Metropolitan Council's regional development plan, Thrive MSP 2040, Plymouth is to plan and stage development for forecast growth through 2040 and beyond at overall average net densities of at least 3-5 dwelling units per acre. The minimum density required for the 2030 Comprehensive Plan was 3 units per acre. According to Metropolitan Council's Housing Policy Plan, that for Plymouth to meet its share of low and moderate income housing, the City needs to guide sufficient land at minimum densities of 8 units/acre to allow for the development of 942 affordable units. The plan offers cities the option of guiding sufficient land at a minimum density of 12 units/are to meet the need for households at 50% or less of area median income and a minimum density of 6 units/acre to meet the need at 51%-80% of area median income). Set Future Study Sessions The Council set the agenda for the June 23 study session at 5:30 p.m.: Update on Four Seasons Mall site Laserfiche training Adopted Minutes 1 of 2 Special Meeting of May 26, 2015 The Council requested a high level memorandum on the LifeTime Fitness and Plymouth Ice Center agreement. In addition, staff is to provide a report on facility use agreements with the Wayzata School District, where there are concerns. Adjournment Mayor Slavik adjourned the meeting at 6:40 p.m. and stated the quarterly city manager update would be received immediately after adjournment of tonight's regular meeting in the Parkers Lake Conference Room. da . andra R.
