TO: Laurie Ahrens, City Manager
FROM: VCote, P.E., Director of Public Works
SUBJECT: VICKSBURG RESERVOIR AND PUMPING STATION
CITY PROJECT -NO. 3108
As you know, we had differing opinions from the City's consultants regarding our ability to fill
the Vicksburg Reservoir. I'm pleased to report that over a period of approximately 30 hours, on
June 9 and June 10, we were able to add approximately 5.5 million gallons to the reservoir. Our
filling operations took place during the period between 9:00 am on June 9 and 2:30 pm on June
10, with negligible impact to the City's water system. We encountered minor draw -down on the
County Road 101 Water Tower, but we were able to maintain the system integrity. Although we
are not yet experiencing peak water demands, it appears as if we will be able to at least partially
fill the reservoir during the evening hours, and during the noon to 5:00 sprinkling ban hours with
negligible impact on the remaining water system.

inquiring on the status of the projects noted on the postcard.
• Membership: Karla stated that the Membership Committee is going to have a special meeting to discuss
the goals & activities that the Coalition and Membership Committee should decide on. Based on that

Karla noted that Klein Bank has challenged the other banks in Buffalo to join the Coalition and Klein will
match the other banks up to $500.

Wednesday of the month to make it easier for members to schedule.
5. Financial Report: Wayne Fingalson handed out the Financial Report as of April 18, 2006. He noted the
current fund balance of $9,339.64 with 2006 dues income of $9,650 coming in 2006 to date with additional
dues payments made earlier in December, 2005 of $675. This amount is a little lower that in past years and
shows a need for additional members. Wayne noted federal reimbursements of expenses of $41,400.00
through 2005 and expenses of $7,569.63 in 2006.
Penny Steele requested that the individual name shown after the name of the governmental entity that is the
member and paid the dues should be removed. It was the consensus of the Coalition to remove the contact
individual's name from the financial report. On a motion by Nancy Carswell and second by Anne Hurlburt,
the Financial Report was accepted.

committee consisting of John Griffith and Claudia Dumont, MnDOT; Anne Hurlburt, City of Plymouth;
Wayne Fingalson, Wright County; Marthand Nookala and Jim Grube, Hennepin County met to evaluate the
proposals based on technical merit. After the technical ranking the separate cost proposal of each of the
consultants was opened and the final 30% of the ranking points assigned proportional to the estimated costs in
the proposal. Jim handed out a copy of the letter sent to each of the consultant firms that submitted proposals
documenting the results of the Technical and Financial Reviews and the final ranking. SRF Consulting
Group, Inc. ranked the highest and the Hennepin County Board has authorized Jim to negotiate a contract with
SRF. Jack Russek and Penny Steele both acknowledged that this was a good and thorough process used in the
consultant selection.
Jim introduced Rick Brown who will be the Principle -in -Charge of the EA for SRF. Rick handed out a draft
schedule that has been developed in coordination with Hennepin County and MnDOT for the activities,
deliverables and project meetings for the project. Rick noted that this is an aggressive schedule and there is
still some fine tuning needed to the work tasks. Hennepin County, MnDOT and SRF are also still seeking
input from public officials on how they want to be involved in the public participation process.
Rick went through the draft schedule noting the project is broken into three sections—Concept Development,
Layout Preparation & Environmental Analysis and Layout & Document Review & Approval. The main

engineering data.
SRF will attend the Coalition's meetings either when invited or when there is information to provide to the
Coalition. The Coalition's Technical Advisory Committee (TAC) will serve as the project's TAC. There
will be a pair of Open Houses, one prior to the Preferred Alternate decision and one near the end of the
EA/EAW comment period.
Council meetings are included and would be where the official presentation of the work is done. Council
workshops would be use for dialogue with the cities. Jim Grube summarized the intent of the meetings is for
Hennepin County/MnDOT & SRF to be available to the cities but not a burden on the cities. Goal is to answer
questions.
• TAC Federal Funding Recommendations: Wayne Fingalson first gave a status update of the projects
previously approved by the Coalition for federal funding:
-- CR 115/ Gabler Ave @ TH 55: The current schedule is for R/W acquisition in 2006 and construction
in 2007. Nancy Carswell noted that the City Council this week called for the Public Need hearing on this
project in order to move the project ahead.
--Fernbrook Lane @ TH 55: The project is moving forward and there is no change in the schedule.
--CR 134/Calder Ave @ TH 55: Wayne Fingalson noted that Wright County will prepare the PDR for
the project.
Wayne handed out maps and a funding matrix for the estimated $3.4 Million available to the Coalition from
the reauthorization of ISTEA-LU. Wayne noted that there were 7 requests for $7.6 Million in federal funding.
The 7 projects are estimated to cost over $13 Million. The projects are:
CR 115/Gabler in Rockford — The project would include the realignment of CR 115 on the
south and Gabler Avenue on the north to align them. This would eliminate the two poorly
aligned t -intersections. The developers on both the north and south sides of TH 55 would
participate in the majority of the cost which is estimated at $3.3 Million. It was noted that this
project received $400,000 in FY03 federal funds from the Coalition in its last solicitation for
right-of-way acquisition of property not owned by the developers. Wright County has
committed $300,000 toward the project and it is hoped that MnDOT can contribute $50,000.
The City is requesting $300,000 of federal funds.
Autumn Oaks Drive/Electric Drive in Rockford — The City of Rockford is requesting
$500,000 in federal funds for a project estimated to cost between $1 Million to $2 Million
depending on the selection of the preferred option. The project has 3 options being studied. All
options reduce access to TH 55 and provide for safer intersection designs. TH 55 in this area
would be an urban design to fit into the available R/W. Also, with any of the options there are
possible additional access closures that could be made; however, the City has not acted on these
at this time.

City of Medina Project Requests — Jim Grube gave an overview of the 3 Medina projects. All
3 projects are very early in the project development process. The requests ask for federal funds
to pay for 80% of each of the projects but understand that the amount may be less. The projects
requested are:
1. CR 116 @ TH 55 — Total cost of $3.725 Million with federal funds requested of $2.98
Million. Project would include widening of CR 115 and CR 116 approaches to TH 55 to
provide additional channelization. Provide for dual left turn lanes on CR 116. Eliminate
accesses to TH 55 on the north side both east and west of CR 116. Move accesses on CR 116
further away from TH 55 on the north side. Construct backage road on north side of TH 55 to
provide access to properties. Replace railroad crossing signal system and existing intersection
traffic control signal system. This project would be the City's highest priority. MnDOT has
committed to $500,000 in 2009 for the backage road/access elimination work.
2. CSAH 19 @ TH 55 — Total cost is $2.7 Million with federal funds requested of $2.16 Million.
Project would widen the south leg on CSAH 19 for safety improvements. Reconstruct the
intersection with TH 55 including channelization. Construct a backage road to remove access
to TH 55 on the south side of the road. Move existing accesses on CSAH 19 further south of
TH 55. Install a new traffic control signal system at the intersection.
3. CSAH 101 @ TH 55 —Total cost is $1.1 Million with federal funds requested of $880,000.
Project would construct a pedestrian bridge over TH 55 connection to the Hennepin County
Regional Trail system.
CR 134 (Calder Ave) in Buffalo — This project has received federal funds from the Coalition to
acquire the R/W needed for CR 134 realignment at the intersection. This request is for
construction funding with the City of Buffalo putting the $200,000 that Menard's is committed
toward transportation improvements as part of their new store to this project. Currently the
request for funding is for a signal and realignment of CR 134, but to avoid a bottleneck with TH
55 going down from 4 lanes to just 2 lanes at the intersection, TH 55 will need to be widened at
an estimated cost of $2.5 Million plus right-of-way cost.
• CSAH 12, 0.3 miles west of Buffalo ---Wayne reviewed the request for $380,000 in federal
funds on the project estimated to cost $475,000. Intersection improvements of a traffic signal
and turn lanes are needed due to the new school near the intersection that will open in 2006. The
project is deliverable for construction in 2006 if funding is available. No right-of-way is needed
on this project. The improvements would be considered permanent due to the time period before
TH 55 would be upgraded in this area.
As shown in the funding matrix below, not all of the projects can be funded with the federal funds presently
available. However, this list of projects and additional projects that will be identified in the future show the
need for improvements on TH 55 and will be helpful in presentations to our congressional and legislative
delegations. We also need to spend the funds already received to show we have projects that can be done and
that we need more funds to continue to make improvements.

Wayne noted that earlier this week that Jim Grube and he were notified by MnDOT that the FHWA had a
problem with the language in the federal authorization bill that did not include wording that federal funds
could be used for safety improvements. Late last year, MnDOT agreed that the funds could be used, but now
FHWA is saying they cannot be used. Given the limited text that could be inserted into ISETEA-LU, many of
the projects listed, including a number of projects earmarked by Congressman Oberstar, are having the same
problem with the current FHWA position. Penny Steele asked if we have a backup plan for using the federal
funds if FHWA prevails. At this time the funds can be used for environmental/traffic studies and right-of-way
acquisition. However, until the EA's are completed which will be at least a year from, now, MnDOT cannot
acquire the right-of-way.
On a motion by Marvin Johnson and seconded by Mike Messina the TAC recommendation for funding the
requested projects as shown above was approved contingent on FHWA changing their position on the use of
the federal funds or congressional action clarifying the use of the funds. When the final decision is made on
the use of the federal funds, Brad will send out an email to members notifying them of the action.
7. TH 55 Transit in Wright County -Update: Mayor Fred Nocktgebor of Buffalo introduced Bob Kortum the
chair of the city's Transportation Committee to update the Coalition on the transit plan. In February, 2006 the
committee had an idea to consider transit along TH 55 in Wright County. A similar transit service was being
done by Great River Transit, a private company that provides service between Hudson, Wisconsin and the
Twin Cities. During discussions with Great River Transit it was noted that there may be a need for a financial
safety net in order to cover expenses exceeding revenue when the service first got started. Working with
Senator Koch and Representative Anderson, draft legislation was prepared with approval by both the House
and Senate Transportation Committee chairs. Another requirement was that an agency was needed to oversee
the transit service and handle the funding. Initially, the TH 55 Corridor Coalition was considered but without
getting approval by the Coalition and the need to act prior to the next Coalition meeting, the City of Buffalo
agreed to be the administrator of the transit service.

The service is to start May 1, 2006 with 2 a.m. and 2 p.m. runs. The reason for the start date is the TH 241
will be closed for construction and even with a marked detour it is expected that many motorists will use TH
55 as an alternate route. The bus service provides another option for commuters. The bus schedule was
determined based on a survey by the City. The schedule is

Senator Koch updated the Coalition on the transit legislation noting that there is a need to rework the
language to show that any funds for this project is fresh money and not funds taken from another project or
program. She further noted that there never was any intent to have money come from MnDOT's transit fund and
will work with Claudia Dumont and MnDOT on getting the appropriate language in the bill. The type of funding
would be a revolving loan to be paid back from the fare box. The bill would also have a competitive bid process
included. The bill will be amended on to the Transportation Omnibus bill (SF 375 1)
In response to questions, Bob Kortum stated that the project will go forward with or without the state funding. He
feels that there is enough interest for this service to make it successful. He used his wife's commute to the Twin
Cities paying at least $60/ week in gas as an example that the bus service can provide a viable alternative. Lisa
Raduenz stated that the Hudson/Twin Cities route is subsidized and is not breaking even. The goal for this service
is just to break even.
8. Legislative Updates
• Federal: It was repeated that MnDOT has determined that the $4 Million recently authorized
for TH 55 can also be used for safety improvement projects, but the FHWA is not agreeing with
that determination.
• State: Senator Koch updated the Coalition on activities/legislation at the legislature noting the
three main transportation issues are Eminent Domain, Bonding bill and the MVET
Constitutional Amendment
9. Establish next full membership meeting date and time: The next meeting is Friday, June 23, 2006 at 9:30

should be put on the Wright County Board agenda to see if he and Wayne Fingalson could go. Marvin
Johnson indicated that he would also be attending the Fly -In.
Wayne Fingalson stated that the administrative service agreement with SRF will be expiring this August and
suggested that a committee be set up to come back to the Coalition at the June meeting on a recommendation
for continuing to have a consultant help the Coalition. Jack named Anne Hurlburt, Wayne Fingalson,
Marthand Nookala or Jim Grube and himself to the committee.

I just finished watching Polka Spotlight and I watch it every day and I wanted to thank you for

I am calling from Stillwater and saw a show about the removal of trees in Plymouth. It was

We're watching Polka Spotlight on channel 6 and it seems like this channel has a buzzing

CITIES OF DESTRUCTION
It's great to see progress in the city of Plymouth. You all have a great day.
I'm watching the problem of destroying 12 middle class homes for the obscene benefit of
the developers in Maple Grove. I think this is terrible. Money - developers are benefiting?
This is crazy. Gross negligence on somebody's part? It's terrible. I would appreciate a
response to this. 858-776-0546. Again I hope I get a response.
I'm watching the TV where they are destroying all those buildings. What in the world do
they do with all that wood and garbage. Where do they discard that?
I'm watching channel 20 @ 8pm about the homes being torn down in Maple Grove. I'm calling
with positive feedback. This is about tearing down houses so that developers can put up
huge and obscene homes. I'm telling my neighbors about this.
It is interesting that there are more trees being torn down for more development. Thanks
for the good show.

CITIES OF DESTRUCTION
I'm watching this program this evening about tearing down homes. There are a lot of
homeless people and here we are tearing down homes just so developers can build big
expensive homes. It is terrible that we do this and not take care of the poor. The rich get
richer and the poor get poorer.
I think the tearing sown of that home in Mg is absolutely horrible. And then we're building
Habitat for humanity. That was a good house they torn down.
I think the tearing down of that home in MG is just awful. Why are they doing it? It's not
for a freeway it pays for the developers. What right do they have to do this? I think it is
dreadful.
Just calling to let you know that I'm watching Twin Cities Soundz. They have a good singer.

I'm watching the show where you are tearing down those -houses. It's one of the most
interesting shows I've ever seen.
I'm watching .about the tearing down of houses in Maple Grove. I don't think that is right
because people like me and my family aren't wealthy enough to afford those big houses but
they can buy those houses from us. And I think it's terrible that people like us aren't given
a chance - only the wealthy get everything. They shouldn't tear down all those beautiful
houses. Why don' they move into those buildings that are empty and then they torn down all
those beautiful houses to put up another CV5 Pharmacy - like we really needed thatlll
I was just watching the tearing down of the houses in Maple Grove. It is really kind of a
concern that these developers can seize these houses and yet Maple Grove has all these
regulations about how high you can hang a sign or whatever and then they tear down these
house. 763-720-3562 Maple Grove has gotten to be so unruly and the government just
takes over and destroys people's lives. Tthank-you.

I think this is a strange tree hugging show that you are putting on. It says that it is
happening now but that is spring growth. And also these men are doing it responsibly. I
think this quite an emotional show. I think we need to think about the people habitat and
not worry about the animal habitat. We have been responsibly managing our resources for
200 years in this country. I had an opossum in my yard tonight. I think this an emotional -
well - I'll stop there. This is a responsible act, filmed irresponsibly by you.

I know it's difficult to stop growth and development. But I think that there needs to be a line drawn
especially where there is habitat and nature destroyed. I don't think that helps the community. I
think there needs to be some regulation for preserving these areas - even if the city has to buy it!
Turn it into city land or parks and that way residents can enjoy the land and natural areas even
though we live in the city. I don't know what we can do to stop the development of these areas but I
think we need to do something.

Especially today - it's a man with a mustache and white hair and his lady has black slacks and

This is Lois in Edina and.I watch every day and I like Hank Thunander and thanks for

The destruction of the trees in Plymouth and I believe that in 10 years Plymouth is going to suffer a

My name is Barry and I'm calling about a program about destroying landmarks to build apartments.
973-493-0432 and I would appreciate if someone would call me about getting a transcript or video
of that presentation. Thank -you.
We were just wondering if that -wood would be available because we need wood for our cabin up
north for our fireplace.
Someone noticed - besides me. It is so hard to see these go. It's so stupid to sit here and cry over
the loss of land. I know what happened there. I'm sitting here crying about trees being cut down. All
it's for is so some people can live in their big, ugly mansions up so people can feel proud of
themselves. My name is Lisa Tap and I have lived here since I was 5 years old and I am now 47. I am
not a crazy liberal. I can see what is happening. And now I see our land being destroyed and for
what?? I am so glad there is someone else out there that mourns the loss of this land. My name is
Lisa 612-720-3072
It just dawned on me that the reason they had to get those trees down so fast is so that they can
make some money from it and they want to get it done before the wind blows them down. Pretty
soon it will look like Golden Valley - no trees. It's a disgrace.

BLACK SKY CINEMA
Hello- This is Matt Wooldridge watching the Anniversary Show. It's great. I liked the little skit.
Just sitting back and enjoying. This is Matt Wooldridge - Hello -o -o -o -o -o
Mr. Shreek has got to be #1. Your whole television station has taken a 180 degree reversal. Scotty's
improved, all kinds of people have improved their shows because of Mr. Shreek and its such a shame
that on his 2nd Anniversary the show had to be all scrambled tonight. There were about 50 people
who were involved and all the time and the time taken off from work. Perhaps you need to put out
the extra $8.00/hour to have someone there on weekends to double check things so they work
smooth. Get on the board of directors and tell them You can't do this. One of these days Mr.
Shreek is going to walk out and a lot of other people will walk with him. It just won't have the same
spirit that they've gained since Mr. ShreeKs been there. What a shame. It sounds like he's going
out the back door. He's as great guy and works hard.
I see Steve and Kevin on Mr. Shreek's show tonight. It's too bad the rest of the picture and value is
dirt. I do like Steve and Kevin and Mr. Shreek. I'm praying that Barb or Tamisha of someone will get
on the air and publicly announce that the quality is not Mr. Shreek's fault but technical difficulties
from within the NWCT-that's the only fair thing to do. If that's not done I'll have to go above you
because it's not fair. The repercussions he's received from others in the past were too humiliating.
He almost quit - but I do love Steve.
Black Sky Cinema is hysterically funny. It is the best show you have had on. All your shows are
funny. Kevin I love your mask. I want one before Halloween. Where did you get it? I love all of you
Mr. Shreek. Keep it up!
This is concerning playback operations for channel 19. A couple of weeks ago it was 18 hours with
out programming. Then it was 3 hours the other day without programming and now its been three
days. Channel 19's been a blur. The lack of attention in playback is alarming - really alarming.

I'm absolutely disgruntled. I can't imagine cutting down all this beautiful woodland. What

I just happened on this program this pm. A senior citizen - when I see the devastation

elm and being destroyed? I'm very upset at seeing the devastation.

CITIES DESTROYED
I don't know if I have the right number. I was watching the show about all the trees being
cut done so more businesses can be built. I think it terrible that we're ruining our land and
all the animals are being forced into the city. We're ruining our nature. We don't need all
these businesses. We should start worrying about our land instead of spoiling it. We should
keep some of the history we have instead of all these businesses that don't care about the
little people. And we have crime and too many people. I do think we should stop cutting down
these trees. We don't need any more houses or apartments buildings - we have enough
people in the US now. We don't need any more. Thank -you

I was just watching the tree clearing in Maple Grove. It looks like a beautiful site and
wonder what kind of project is going in there?
I was watching a program on 19 about assisted living but that is not what I was led to
believe. It was supposed to be a prOogram on dolls and I'm wondering what idiot got this
messed up?
I would like you to play the dance show from June 17th again. Could you replay that?
