HomeMy WebLinkAboutCity Council Resolution 2001-521CITY OF PLYMOUTH RESOLUTION 2001-521 CONCLUDING THE LAND USE STUDY AND APPROVING COMPREHENSIVE PLAN AMENDMENTS FOR THE CITY OF PLYMOUTH FOR PROPERTY KNOWN AS "STUDY AREA C" LOCATED SOUTH OF BASS LAKE ROAD AND WEST OF HIGHWAY 169 IN THE NORTHEASTERN CORNER OF THE CITY (2001062) WHEREAS, the City of Plymouth designated this area as "Study Area C" on the Land Use Guide Plan map of the Plymouth Comprehensive Plan and identified the study area for consideration of a possible change in the land use designation for the 48 -acre study area located south of Bass Lake Road and west of Highway 169 in the northeastern corner of the City; and WHEREAS, Study Area C is identified on the attached map. WHEREAS, the Planning Commission has reviewed the study area at a duly called public hearing; NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH, MINNESOTA, that it should and hereby does approve the following amendments to its Comprehensive Plan: Reclassification of selected portions of the land use guiding from C (Commercial) to LA - 3 (Living Area 3), LA -2 (Living Area 2) and CO (Commercial Office) and from IP (Planned Industrial) to C (Commercial) for property located in Study Area C, as shown on the attached map. Approval is based on the following findings: a. The LA -3 guiding between Trenton Lane and Nathan Lane would be consistent with the Comprehensive Plan criteria that state LA -3 areas should 1) abut or have reasonably direct access to major collectors or minor arterials (Bass Lake Road), 2) be near large parks or open space (Eagle Lake Regional Park, Three Ponds Park) and 3) be near jobs. b. The large wetland in the area would physically separate the proposed LA -3 area and the existing single family homes to the south. Resolution 2001-521 (20043) Page 2 c. The density of development allowed in LA -3 (6 to 12 units per acre) would be compatible with the density of the townhome development to the south (roughly 6 units per acre. d. The residential guiding could provide additional opportunities for the City to meet its low and moderate income housing goals. e. The CO guiding on the east side of Nathan Lane would provide a good transition between medium density neighborhoods and the commercial areas to the north and east. f. Commercial guiding of the parcel west of Walser Chevrolet would allow the parcel to develop as an extension of the dealership. g. These reclassifications would have the least additional traffic impact on Nathan Lane. 2. On Figure 7-3 (Functional Classification) and Figure 7-7 (Planned Roadway Improvements) of the City's Transportation Plan, re -designation of that portion of the minor collector now shown on Nathan Lane between 56th and 54th Avenues to 56th Avenue and the Highway 169 frontage road, based on the finding that the proposed re- designation would provide a permanent diversion of trick traffic away from the existing residential development on the west side of Nathan Lane. FURTHER, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH, MINNESOTA, that it should and hereby does retain the existing land use classification of C (Commercial) for the land north of Bass Creek and IP (Planned Industrial) for the land along the Highway 169 frontage road as shown on the attached map, based on the following findings: 1. The site west of Nathan Lane is located along Bass Lake Road which is a minor arterial, it is cut off and isolated from the land to the south by Bass Creek and the it is located adjacent to a commercial site across Nathan Lane. 2. Since access to the site east of Super America will need to be coordinated with Super America, the most appropriate classification is Commercial, consistent with the classification of the Super America site. 3. Although the parcels along Highway 169 have good visibility, access is not direct, making these parcels more appropriate for industrial rather than commercial use. FURTHER, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH, MINNESOTA, that it should and hereby does amend the official Land Use Guide Plan map to remove the "Study Area C" designation. FURTHER, approval of the Comprehensive Plan Amendment is contingent upon, and subject to, the required review and response by the Metropolitan Council.
