RESOLUTION NO. 2001 -518
DENYING REQUEST FOR "ALL -WAY" STOP AT THE
INTERSECTION OF 47TH AVENUE AND HARBOR LANE
WHEREAS, a petitioned request meeting the criteria of the City's adopted Stop Sign Policy was
received for an "All -Way" stop sign installation at the "T" intersection of 47th Avenue and
Harbor Lane; and
WHEREAS, per the Stop Sign Policy, a Stop Control Justification Worksheet was completed
with the point total equaling 100, which indicates that conditions at the intersection may justify
the installation of a residential street all -way stop control; and
WHEREAS, City staff has obtained traffic and speed data, sight distance information and
accident data at the intersection of 47th Avenue and Harbor Lane; and
WHEREAS, the results of the traffic data indicate that there is not a speeding or an accident
problem and there is not an unreasonable volume of traffic traveling through the intersection, but
there is limited sight distance on Harbor Lane; and
WHEREAS, relocating the existing stop sign from eastbound 47th Avenue to southbound Harbor
Lane would alleviate the sight distance restrictions for vehicles traveling through the intersection
that may conflict with one another; and
WHEREAS, without the limited sight distance for the uncontrolled approaches, the City
Engineer estimates that the point total for the intersection would likely reduce to 60 points,
which indicates that an all -way stop would not justified at the intersection; and
WHEREAS, the southbound approach of Harbor Lane carries approximately one-quarter of the
daily traffic carried by either the eastbound or westbound approaches of 47th Avenue and is
therefore the minor leg of the intersection.
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY
OF PLYMOUTH, MINNESOTA: That the petition for an "All -Way" stop at the "T"
intersection of 47th Avenue and Harbor Lane be denied; and
FURTHER, that the City relocate the stop sign from the west approach of 47th Avenue to the
north approach of Harbor Lane.
