Heath Bird, 763-509-5195 Seniors interested in learning how to protect themselves against financial crimes, identity theft and fraud should plan to attend a senior safety seminar on Thurs., June 29, 9- 11:30 a.m., at the Plymouth Creek Center, 14800 34" Ave. N. The Plymouth Police and Fire Departments are sponsoring the free event. Reservations are required. Heath Bird, a sergeant with the Plymouth Police Department, will be the keynote speaker. Following Bird's presentation, representatives from the Police and Fire Departments will discuss the most common significant fire and injury risks in the senior community. "This seminar, aimed at people age 55 plus, is part of our expanded public education efforts. At the seminar, people will learn more about crimes aimed at seniors, prevention strategies and other safety programming that Plymouth offers," said Police Chief Mike Goldstein. E 13 Sb0W1hU09wC0M 1 MINNEAPOUS-ST.PAUL, MINNESOTA Last update: May 09, 2006 — 11:15 AM Plymouth casts eyes to untamed northwest The city is planning how to develop its last large rural area, but it will take years for the farms and big lots to become more densely populated. Ben Steverman, Star Tribune Surburbia may be coming soon to rural northwest Plymouth, but city officials imagine a more gentle style and pace of development than has hit the rest of the city. Under proposals being considered by the city over the next month, northwest Plymouth, now mostly off- limits to development, could become the site of as many as 7,800 new homes over the coming decades. But the development would proceed slowly and follow a few key guidelines • The transition to denser development would be gradual. Policies would allow longtime residents to remain on their large, undivided lots if they want. They would not be charged for new sewers, roads and other amenities planned for the area. • Developers would have to respect the area's key natural features -- hills, wetlands, large wooded lots. One idea: As a way to preserve countryside views, the city could prohibit new buildings within 100 feet of major roads. • The city would create new zoning categories for the area that are less dense than in the rest of the city. That means there probably would be little room for apartment or condominium development in most of the area, and commercial development probably would not be viable. Thus, the area would keep a distinct identity compared to the rest of Plymouth, which is more densely populated. The area, generally north of the Canadian Pacific Railroad and west of Fernbrook Lane, is now mostly agricultural fields, horse farms and 5- or 10 -acre wooded estates. Its 3.7 square miles make up about one- tenth of Plymouth's total land area. Since late last year, residents and property owners have been attending city meetings for discussions on the area's future. The city is beginning the process of updating its comprehensive plan, a document updated periodically that lays out how the city will be developed over the next few decades. The circle is closing The pressure to develop northwest Plymouth is increasing year by year: Home and property values keep rising as the metro area's population increases; the amount of undeveloped land in the rest of Plymouth is shrinking; the neighboring cities of Maple Grove and Medina are also planning — or have already allowed -- developments nearby; and the Metropolitan Council is extending sewer service into the area. Also, many property owners in Plymouth say they are willing to sell to developers if the price is right. Many are waiting to see what the city does, so that they can sell their land to developers at a higher price. Vern Dotseth bought five acres on Vicksburg Lane in 1963 and has lived there since. "It is inevitable that at some point they will be developing this," Dotseth said. He said he would prefer the city allow somewhat denser development on his land. That would mean higher prices for his land, which would allow him to move to a new large property "way out in the sticks," he said. "It's not going to be cheap," he said of finding a comparable property. A chance for residents to speak The current proposal was drawn up by city staff with input from residents and direction from the City Council. The staff provided a few different options for how the zoning would be laid out in the area. The Plymouth Planning Commission will meet on May 17 to refine the city's proposals. Then on May 31, the City Council plans a special meeting to discuss development in northwest Plymouth. lV A so-called land use guide plan could be adopted by the City Council next month. After that, the city would begin the long process of planning many of the details of development such as how and when roads, sewer and water would be extended to the area. Community Development Director Anne Hurlburt said the planning process can take a long time — another couple of years before the new comprehensive plan is in place, and 15 to 20 years before all planned development is allowed. In January, the Council released the results of the annual metro area resident survey that asks questions about regional issues such as quality of life, transportation, growth, and residential development. Respondents continue to identify transportation as one of the top concerns. As you may know, my initial interest in serving on the Council was the delivery of wastewater services to northwestern Hennepin County and the issue of Infiltration and Inflow. Over the past three years, the Council has made significant progress in planning, designing and engineering these projects. Since I am satisfied that the wastewater projects are moving forward and I recognize that transportation continues to be one of the primary issues facing the region, I decided to get more involved with transportation planning. I will continue to Chair the Management Committee and serve on the Environment Committee, giving me the unique position of serving on 3 committees. In February, the Council appointed eight new members to the Transportation Advisory Board (TAB), including Susanne Jacobs, a Dayton resident and former City Councilor. Champlin City Councilor Julie Whalen and Plymouth City Councilor Sandy Hewitt also serve on the TAB. The TAB's purpose is to advise the Council and the Department of Transportation in accomplishing the responsibilities designated by state and federal law and regulation with regard to transportation planning and programming for the Twin Cities metropolitan area. Mayor Johnson and the City Council asked that I respond to your request to waive the interest that has accrued on your special assessment for the 2005 Street Reconstruction Project. You indicated you believe it is unfair to be charged interest since your street was not completed, and, in fact, was not started last year. While the City Council is sympathetic to your request, Minnesota State Statutes govern the levy of special assessments (M.S. 429) and the fashion in which interest is charged on special assessments (M.S. 429.061 subd. 3). You should have received a notice of the assessment hearing which, by law, included the pertinent information from State Statute regarding interest on levied assessments and the assessment appeal process. As you may recall, in 2005, the City chose to assess the project prior to awarding a contract for construction, therefore, none of the streets were completed or started when the project was assessed. Likewise, anyone who wished to pay off the assessment within 30 days of the hearing and not accrue interest did so before their street was completed or started. Anyone who chose not to pay off their assessment within 30 days, but did so before November 15, 2005, would have paid interest accrued to December 31, 2005, and their streets would also not have been completed. Minnesota State Statutes also define the means by which the City Council could reconsider your assessment (M.S. 429.071 subd. 1). If there were an omission, error, or mistake in the assessment process, the City Council could make a supplemental assessment. I would first like to thank you for both of your letters to the City. Your first correspondence was added to the public record at the Planning Commission hearing and was also forwarded to the City Council prior to their action on the school's recent request for approval of site improvements. On April 25, 2006, the City Council approved the request by Armstrong High School for site improvements on their property. The improvement closest to your property is the reconstruction of the junior varsity field to create a new grass surface. The plans that were approved on April 25, 2006, do not show any removal of trees from this area of the school's property. The plans do show that nine of the twelve existing coniferous trees on the berm (south of the field) would be moved/transplanted to accommodate a roughly 20 -foot expansion of the field to the south. The nine transplanted trees would be replanted roughly 10 to 15 feet south of their current location. The plans also show that four new coniferous trees would be planted in this area of the site. I have included the approved landscape plan for your review. The school recently informed the City that they would like to change their plans for this area of the site. The school stated that they no longer wish to expand the junior varsity field 20 feet to the south as originally planned. The school stated that their goal with this plan change would be to leave all of the trees in this area of the site untouched. If the school makes this change, there would be no need to transplant any of the coniferous trees on the berm. Staff met with school representatives on May 11, 2006, to walk this area of the site and to discuss what the school would need to do to make this change. Staff informed the school that they would need to submit revised plans with an application to amend their plans and the City could approve the change administratively. Staff encouraged the school to make this plan change, as it would remove any impact to trees in this area of the site. Prior to any earthwork or construction activity on the site, the school is required to place tree protection/silt fence in this area of the site for protection of the existing trees. Prior to any earthwork, the school must also enter into an official agreement with the City, which includes a financial guarantee. The agreement and guarantee are designed to ensure that the school follows the approved landscape plan. The financial guarantee is also held for a winter season to ensure that the trees (planted or transplanted) survive through a growing season. If any trees were to die, the applicant would be required to replace them with new trees of the same size.
