RESOLUTION 2001-485
APPROVING PUD AMENDMENT AND INTERIM USE PERMIT FOR SUBURBAN HENNEPIN
REGIONAL PARK DISTRICT FOR A HEADQUARTERS FACILITY AND ADDITIONAL
PARKING LOCATED AT 3000 XENl[_ M LANE. (200111 -1)
WHEREAS, Suburban Hennepin Regional Park District has requested approval of a PUD amendment
and interim use permit for a headquarters facility and additional parking for property legally described as
follows:
Lot 1, Block 1, Northwest Business Campus -1 Addition, Hennepin County, Minnesota
WHEREAS, the Planning Commission has reviewed said request at a duly called public hearing and
recommends approval.
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF
PLYMOUTH, MINNESOTA, that it should and hereby does approve the request by the Suburban
Hennepin Regional Park District for a PUD amendment and interim use permit for a park district
headquarters facility and additional parking spaces at 3000 Xenium Lane, subject to the following
findings and conditions:
1. A PUD amendment and interim use permit are granted for a park district headquarters facility and
an additional 87 parking spaces for a total of 149 spaces where 187 spaces are required, in
accordance with the application and plans received by the City on September 13, 2001.
2. Approval of the PUD amendment and conditional use permit is contingent upon Bassett Creek
Watershed approval of the rain garden and storm water management plan.
3. All new lighting must comply with Section 21105.06 and 21475 of the Zoning Ordinance. The
applicant shall submit a revised lighting plan in conformance with the ordinance prior to issuance of
building permits.

4. Prior to the issuance of a grading permit, the applicant shall submit a revised landscape plan that
shows a continuous row of shrubs between the expanded parking area and the trail.
5. A 30 -foot easement shall be provided over the existing trail.
6. The existing park trail must remain clear and open for public use. Any damage done to the trail
during the parking lot expansion must be repaired at the applicant's expense.
7. Prior to issuance of building permits, the applicant shall identify all fire lanes and shall prove that the
45 -degree turning radius can be met per the regulations of the Fire Code. If the 45 -degree turning
radius cannot be met, the plan must be revised.
8. A grading permit is required for the parking lot expansion. Prior to issuance of a grading permit,
the developer shall submit detailed plans for the rain garden and storm water management plan.
9. The interim use permit may be terminated if the floor area of the building is increased in size or if
there is a documented parking problem.
10. Standard Conditions:
a. Compliance with the City Engineer's Memorandum.
b. Submission of the required Financial Guarantee and Site Performance Agreement for completion
of site improvements prior to issuance of building permits.
c. Prior to the issuance of the building permits, the Fire Division shall approve location and number
of fire hydrants.
d. Prior to the issuance of the building permits, the applicant shall submit fire flow data.
e. Prior to the release or reduction of any site improvement guarantees, compliance with the
Ordinance is required regarding the location of fire hydrants, post indicator valve, fire
department connection, fire lanes, and fire lane signage.
f. Prior to the release or reduction of any site improvement guarantees, an 8 1/2 x 11 inch "As
Built" Fire Protection Plan shall be submitted.
